The reform of medical system is not only related to the field of medical specialty,but also closely related to politics,economy,society and so on.It affects many stakeholders,and the game between them is complex.Since the reform and opening up,China has been exploring ways to improve the level of medical and health governance,but it has not been able to adapt to the rapid economic development.The new round of medical system reform launched in 2009 has been affected by the "prisoner’s dilemma" caused by the stakeholder interest game,and the pace of reform is slow.In this context,the study of how to build a win-win benefit game mechanism among all parties in the reform of medical system will help the government to find the right entry point in the process of promoting medical reform and further accelerate the pace of medical reform.In the new health care reform,the new Sanming medical reform model has achieved good results in guiding and dealing with the interests of all parties in the reform of the health care system,and initially constructed a win-win game mechanism for all parties.After consulting and collating the literature and field investigation,this paper is written based on game theory,information asymmetry theory and quasi-public goods theory,taking Sanming Medical Reform as an example.This paper studies the interest litigation of the government,public hospitals,patients and medical enterprises in the reform of medical system.At the same time,it analyzes different possible game results caused by various game and the reasons that parties in the interests of the game into the "prisoner’s dilemma".Finally,drawing lessons from the experience of interest games in the reform of medical system in the United States and Britain,this paper proposes that all parties should work together to construct a win-win game mechanism from four aspects:improving the government’s governance ability,eliminating profit-seeking mechanism in public hospitals,increasing medical knowledge of patients and strengthening economic competitiveness of pharmaceutical enterprises.
