The Analysis Of Chaoyang District About Recipients' Medical Dilemma And Their Capability

In this paper, we made a detailed study in Beijing Chaoyang District, about the recipients'living situation, including income, medical expenses, family dilemma through questionnaire surveys and interviews, and the author find imbalance does exist between current Medical assistance and the need of poor, the social policies have mismatched the target group. The availability of medical resources to the urban poor closely related to their actual Capability. The Capability depends on their ability (such as economic income), are also closely related to social structure and the policy (such as welfare). For the lack of Capability, poor people can not take their long-term development into account. They have only to set their life goal at maintaining a basic living, when suffering from a disease, they are forced to rely on the help of social policy——Medical assistance.The existing related research always explore more from the policy level, and less from the policy's target group——recipients. In order to fill this gap, this paper made relationship between "capability" and poverty as the analysis perspective, through the "Field Reading" to recipients and their families, the author tried to dig the heterogeneity from different poverty-stricken families, and used sociological imagination to raise this problem from individual level to social level, explained the reason why as the rapid economic development and government efforts to increase medical assistance year by year, poor people still can not afford the medical expenses, and how can social policy affect Capability, and then proposed recommendations.Even though the paper relates to the Chaoyang District, but similar cases have also occurred in Beijing and even the whole country, so this is not a special case, it has a certain representation for current situation of urban poor. The Dilemma of Medical treatment has become a social issue, the utility of social policy will directly affect the solution to medical dilemma, thus relating to social stability, as well as the process of building the harmonious society. So it has a great significance for us to study this issue.
