As the development of China's social economic and people's living standards, the issues about medical and health service become the focus of the community. Meanwhile, the urban poverty is increasing obvious as the reason of the enormous impact, which caused by the economic system transformation. According to the report of the Asian Development Bank, the health condition of the urban poor is generally poor; consequently, the medical issue is one of the problems that they should face necessarily. In fact, the availability of medical services among the urban poor is worse than these middle and high income earners. The difficulty and high cost of getting medical services has become the grim situation that our cities are facing.Medical assistance is an impotent part of the health care system in China, which targets the vulnerable groups. Specifically, it protects the vulnerable group from their health and economic. Medical assistance, combining with the basic medical insurance of urban employees and urban residents, has become the core of the medical security for the urban dwellers. However, the establishment and improvement of the medical system in China is still on the exploration, both theoretical guidance and innovation should be needed. This thesis will give a comprehensive analysis on the policy, theory and practice of the medical assistance, drawing on international experience and the research data that comes from the implementation of the medical care; moreover, it gives an analysis on the manner of community health services, which is represented by the Sino-British urban community and the poverty relief projects(UHPP project), in order to improve the services of urban medical system in China.
