Under the dual economic structure of our country, the health care system for rural areas is different from that for the urban areas. There is a serious shortage of supply of health care in rural area. The gap of the quality of the health care in urban and rural area is widening. The availability and fairness for the rural health care is not optimistic, which affects the increase of people's physical conditions.Base on the healthcare equity theory and the urban-rural integration theory,this essay explores and summarizes Jiaxing's experiences in the coordinating urban-rural development of healthcare system. It compares the urban residents'healthcare financing and use with those of the rural residents. Concentration index and slope indices of inequality are used to measure the fairness of health care utilization among rural residents in different groups. It is the feasible way that improve the equity of healthcare by coordinating urban-rural development.The study reveals the improvement on fair healthcare of rural residents achieved by the development of the urban-rural healthcare integration. The healthcare requirement of local people converted from need into demand. This is a rare occurrence as low-income people gave up therapy.Focusing on supply and demand respects as the improvement of national health insurance and the coordination of the urban-rural community health care system development, this essay analyzes the existing problems and explores the solutions. It points out that a reasonable design of the healthcare system is beneficial to optimize the allocation of medical and health resources and to improve the service provision capability of the community health institution,so does to improve the fairness of health service to residents.
