Research Of Rural Public Medical Health Services Security

With the development of social economic and people’s living standards, the rural primary medical health receives more and more attention of the party and the country. The importance of town hospitals and village clinics is emphasized in a lot of political documents. The State Commission for restructuring, the State Development Planning Commission, the Ministry of Finance, the Ministry of Agriculture, the Ministry of Health jointly issued the "Guidelines on Rural Health Reform and Development" on May 8th,2001. The document the importance of rural health work for the new rural construction and the health of farmers, and directed the construction of town hospitals and village clinics. The State Council issued the "The Planning and Implementation Plan of Deepening the Reform of Medical Health System during the 12th Five-year Project" on March 14th,2012. The State Council and various departments made various efforts and work for the new rural cooperative medical care and rural primary medical health work during these ten years, many documents emphasized the importance of rural primary medical health work.In this paper, the research is carried out in the way of interviews, site visits and inspecting the files, the data is acquired by visiting the persons in charge of town hospitals and village clinics and the peasants of H town, Heilongjiang province, through understanding the operational status of rural public medical health services, the changes of rural public medical health services since the state founding are summarized, and the trend of development of rural public medical health services in the future is obtained and the suggestions are given.The first part of the paper introduces the background, purpose, significance, review and study design of the research; the second part analyses the rural public medical health services; the third part describes the status of rural public medical health service of Town H, Heilongjiang; the forth part analyses the influencing factors of the status of rural public medical health service of Town H, Heilongjiang; the fifth part obtains the trend of development of rural public medical health services and gives some suggestions; the sixth part summarizes the proposed research and the lack of prospects. The research can provide ideas and lessons for future scholars.
