The Empirical Analysis Of New Rural Cooperative Medical Treatment System

This article first introduces the aims and significance of the research on the new rural cooperative medical treatment system, and evaluates the domestic and abroad research results. Based on relative concepts definition and theory clarification, this article reviews the development process of China's traditional rural cooperative medical treatment. It is concluded that there are five important factors which lead to the traditional cooperative medical treatment system losing its function of guarantee: the lack of community organization, low guarantee level, the deviation of government's rural medical treatment guarantee policy, the decrease of local financial strength after the financial system reform, and the talents'outflow from country to town.This article then focuses on the development situation and achievements of China's new rural cooperative medical treatment. Specifically, since the new system was implemented, the rate of coverage is increased, the ability to raise fund is enhanced under the support of the financial department, the compensation for the participated peasants is getting higher, and the management system is progressively being completed and the models of operation are explored in practice with apparent effects; Peasants further approve the new system; The rate of peasants's use medical treatment services has also increased, which has partially alleviated the problems of poverty caused by diseases; The new system has brought about the development of primary medial treatment and health institutions as well; with the new system framework being established and all sorts of relative management systems being completed, a medical treatment guarantee system covering rural population is nearly completed. In addition, based on the practice of new rural cooperative medical treatment, this article analyses the achievements of the system such as that it has promoted the efficient use of rural medical treatment resources; and that it has obviously promoted the increase of rural social ware fare and guarantee. Based on the spot research of Yunfu, the city of Guangdong province, this article also analyses innovations of the system.However, there exist some factors which constrain the development of the new system in China: The pattern of functioning has restricted its sustainable development; The stable and long efficient fund raising mechanism needs to be established; The fees for implementing the new system is seriously short; the lack of systematic regulations and rules for designated medical treatment institutions; The unfairness to special groups in country; The weak service ability of country and township small hospitals, and the lack of efficient legal guarantee. With reference to the experiences from developed countries and some developing countries, this article raises some suggestions concerning how to complete the system which include: the medical treatment functioning innovation integrated with planned outpatient service and the hospitalization; Further complete the operation mechanism including the stable and long efficient fund raising mechanism, the compensation mechanism compatible to encouragement, and the transparent supervising mechanism with peasants'participating to endorse; Constructing plural level medical treatment guarantee system; Speeding the construction of rural medical treatment with the inclined medical treatment resources policy; Establishing and completing relative laws and regulations.
