Backgrounds: Telemedicine is the use of electronic information, computer network, communication technology to provide and support health care when distance separates the participants, including doctors and patients. The most telemedicine systems in China, have many functions such as tele-consultation, tele-education, have high cost for less development of communication technologies, computer net ,etc., and high system maintenance cost, not mature consciousness. Telemedicine has a rapid development in China, although it's just beginning. Different areas of experts related to telemedicine work at their research on telemedicine from all kinds of angles. Hence force, all these theories play an active role to promote the development of telemedicine in China.Objective: many problems and it's disadvantages arise during telemedicine being put into use. So, through a lot of researches on literature in and abroad, and interviews to several hospitals, combined to a great number of results of questionnaires research, to find these problems and it's disadvantages, and seek a way to solve it's weakness, offer scientific suggestions. And the research results can be seen as references for management department in health and medicine areas to deal with the problems.Methods: Comprehensive use of literature study, face to face interview, empirical study, questionnaires study, etc., to analysis the current state of telemedicine's application in medicine and health, and its related research. In questionnaires study, according to study aims and the theory of stratified random sampling, 30 hospitals which didn't operate telemedicine were chosen randomly. The survey object was medical workers and computer department. Computer department was received 30 copies of questionnaires, finally finished 28 copies, and among these, 90% questionnaires are efficient, while medical workers were received 100.Among this, 98% are efficient.21 hospitals ,which ever operated telemedicine or now do, were chosen by accident to know about the current state of telemedicine. Computer department were received 21 copies of questionnaires , 20 of which are efficient, while medical workers were surveyed 63 copies, 59 of which were finished with a efficient probability of 89%.And then, the collected results including survey results were tidied up for a database. Excel and SPSS 13.0 were applied to analyzing these data and other materials. Finally, to find the influence factors on developing telemedicine'application in China, and offered some scientific solutions by means of the analysis methods of statistics, systemic analysis, summarizations and so on.Results: Three aspects of research results were summarized and concluded. Firstly, there is a big market for telemedicine in China, and it's not a flash in the pan. The related department, such as ministry of health, should encourage hospitals and patients to have a try. Secondly, the factors influencing on the development of telemedicine are as following: medical workers and their patients, administration, related laws and regulations, standards and norms, the problem of capital investment, and so on. Finally, six aspects were provided to solve the above problems. They were as following: to intensify propaganda and stimulate potential demand; strengthen management, reduce risk, improve the quality of telemedicine; Increase input and make-benefit analysis; uniform standards and norms; improve the related laws and regulations, to make clear sure who should commit the medical liability; hospitals should choose rational telemedicine service mode.
