Objective By analyzing the present situation of the township hospitals of Kangle County, this study fully strives to reveal the situation of the developing operation of the township hospitals, the existing problems and shortcomings, to explore solutions, and to promote the implementation of the reform of base-medical and health system in Kangle County. Under the new medical reform, this can provide theoretical support and practical experience for the development of township hospitals in the western regions and ethnic minority areas. It identifies the existing problems of the operation of Kangle County’s township hospitals, analyzes the problems and tracks the evaluation of the completion of tasks, achievements and problems in the health care reform, and summarizes the beneficial experience for promotion. At last, according to the new situation and new problems under the changing policy environment, it puts forward countermeasures to promote the successful implementation of the reform policy.Methods This study combines the qualitative and quantitative research methods. The qualitative study mainly adopted the method of interview and on-the-spot observation. And the quantitative research is mainly determined by the evaluation and analysis of the related works of Kangle County township hospitals, and it uses some methods of statistical analysis.Results (1) As of2011, Kangle County has built16standardized township hospitals, and the business housing area of these township hospitals in the county has reached to18460square meters. This meets the basic construction standards.(2) The level of medical service of Kangle County’s township hospitals has been improved rapidly. The percentage of the antibiotic prescriptions which have more than In two papers of township hospitals has decreased from28%in2007to7%, the percentage of the outpatient hormone prescriptions has decreased from11.4to6.8%, the rate of outpatient intravenous infusions has decreased from30.1%to20.7%, the rate of inpatient treatment compliance has reached100%, and the rate of the basic drug utilization has reached100%.(3) As of2011, the coverage rate of the11basic public health services in Kang-le county has achieved100%, and its main achievements are in the implementation of health education programs. Taking the Comprehensive Intervention of reproductive tract infection of hypertension and women as the main content, Kangle County chooses three administrative villages and a township hospital as the promoting pilot, and actively carries out the participation of religious community in health promotion research and practice, and achieves the initial formation of the health education propaganda chain of" rural doctors-the policy on religion-the masses of believers-whole society ".Conclusion The development of Kangle County township hospitals has proper internal and external environment. Currently, it has gradually formed the policy system, has owned a personnel with increasing number and optimized structure of academic qualifications and titles. At the same time, the level of medical service has been improved rapidly, the capacity of health service has been rapid promoted, and the township hospital treatment and the number of out of hospital have more grown. The health service efficiency is greatly improved, and the turnover of beds in hospitals, the use of beds and doctors’ daily treatment was obviously increased. The mechanism of management should be further improved. And in the development of township hospitals, it should adhere to the leading role of the government, and there should be the implementation of classification guidance according to the actual conditions of different regions.
