Research On The Performance Assessment Of Community Public Health Service In Eastern Coastal City

BackgroundThe community public health service is an important part of that government fulfills the social management and a public service.There are only 3 till 50 Yuan as the lowest subsidy amounts of public service in 24 provinces,China.And it has been established the basic community public health service items and the performance assessment system in some areas such as Tianjin and Shanghai.At present,there is on uniform indicator system and assessment standards of community public health services in China.The government subsidizes the community public health service funds according to the community resident population quantity mainly,not the objective performance assessment basis on service content,quantity,quality,effect and benefit.Some cities have carried on the beneficial exploration on the community basic public health service performance assessment.But there is no report about that the assessment system run beyond two years.As a developed eastern coastal district,its community health services is fulfilled earlier than others and the performance assessment system is established and operated for above two years in Jiangdong district,Ningbo.So some experience is obtained in this process.ObjectiveTo establish the community public health service performance assessment indicator system that adapted to the demand of community health service development through investigation on community public health service performance assessment practice for two years.Furthermore,to find out some problems in the community public service project development and some basis that further to resolve these problems through these system practice in Jiangdong,Ningbo.MethodsAfter retrieved and consulted the domestic and foreign literature,we designed the assessment indicator and questionnaire according to local health superintendent and the community health service expert's practical experience,the community public health work content that the government requests,as well as the profiting form other urban community health service assessment experience.Six community health service centers in total in Jiangdong were clustery sampled to research for their community public health service performance assessment situation.Then we analyzed and synthetically evaluated this datum obtained in two years.Results1.Established urban community public health service performance assessment standard which contained 77 items in 13 kinds.2.2 year community public health service performance assessment results and comparative analysis.3.Synthetical application of weight synthetical scored method,weight Rank Sum Ratio(RSR) method and weight Technique for Order Preference by Similarity to Ideal Solution(Topsis) method.Conclusions1.The community public health service performance assessment indicator of 77 items in 13 kinds accords with this local reality.2.The community public health service performance assessment can adopt synthetical application of weight synthetical scored method,weight RSR method and weight Topsis method. 3.The community public health service function is carried out well,and that health archives administration,disabled recovery,women health care and key chronic diseases management needs to be improved.
