Application Of ISO9004 In Quality Control Of Hospital Management

With the deepening of the reform and opening up to the outside world and the establishment and unceasing perfection of the socialist market economy system, the competition of medical market in the development tide of economic globalization becomes increasingly fierce, so the hospitals have to strengthen their management in order to survive the fierce market competition and have sustainable development. To improve the hospital management, advanced management method and mode have to be sought. Therefore, some hospitals have introduced ISO9004 Quality Certification System into the medical service field.As an international standard on quality control, ISO9004 not only has provided a unified standard for all countries to realized orderly and efficient quality control in their enterprise management, but also has provided valuable experiences and guiding methods which can be used for reference by hospitals in their quality control and high-quality service, and thus more attention has been paid and more importance has been attached to it by the medical care and health management agencies and the managerial personnel.Purpose of Research: From the quality control point of view, the fundamental purpose of the research is to evaluate the effect of the introduction of ISO9004 Quality Control System into hospitals on their quality management and to provide reference used for hospital managerial personnel to strengthen hospital management.Research Method: A Third Grade Class A hospital under Daqing Oilfield General Hospital Group, which has passed the ISO9004 Quality Certification, was selected as the sample hospital for the research. It has established a documented quality control system, and made an internal evaluation each quarter on its quality control system. The documentations of two internal audits made respectively before and after the ISO9004 were used as the research object, the internal audit documentations of all the 49 sections of the hospital were input into Excel for summarization and analysis.1. Four-fold table chi-square tests were made to the number of qualified sections and the number of unqualified sections in the hospital before and after ISO9004 Quality Certification was made;2. Four-fold table chi-square tests were made to the number of qualified sections and the number of unqualified sections in each program item of the Quality Control System;3. Four-fold table chi-square tests were made to the number of qualified sections and the number of unqualified sections in the department of internal medicine and department of surgery of the hospital;4. The actual quality targets of the hospital before and after ISO Quality Certification were collected and comparison was made between these targets and those specified in the Hospital Management Guidelines issued by Ministry Of Health in 2005.Result of Research:1. The hospital has established a perfect Quality Control System according to ISO9004 International Quality Standard. The quality mindedness of all the staff members has been enhanced to some degree, and the hospital's quality management has been improved significantly compared with that before the introduction of ISO9004 Quality Certification.2. Some procedure documents in the ISO9004 Quality System have positive effect on the improvement of the quality management of the hospital's sections, and the combination of some procedure documents with the particular practice still needs to be improved further.Conclusion of Research: The use of ISO9004 by the hospital is conducive to the hospital for improving its quality management, jointing track with international standards and combining them with the existing institutions of the hospital, thus is a trend and development direction of the quality management of modern hospitals. However, the ISO9004 Quality Standard only provides a frame for quality management, and how to prepare quality control system document which is in compliance with practical situation of the hospital and has high operability will show the level of management of the hospital's managerial personnel. Each hospital has a different practical situation, thus has to combine its own practice and operate strictly in compliance with the Control System's documents, so ensure a concrete Quality Certification and unceasingly improve the quality management of the hospital.
