With the rapid development of communication, cooperation, competition among countries in academic area, higher nursing education becoming more and more modernized, socialized and globalized. Meanwhile, the economic globalization pushed the development of international medical market, nursing staff's flowing will present international trend. In 2003, the Chinese Ministry of Education introduced an international nursing standard examination of the qualifications—CGFNS. It means Chinese nursing profession and nursing education should be in line with the world. Setting up a view of international professional, accelerating Chinese higher nursing education steps to standardize path and cultivating nursing profession with international competition ability have become our new challenge. This year, Ministry of Education will carry an authentication on the medical educational standard in China. Therefore, Study on BSN program objectives to adapt international development trend is important topic.Objective:To discuss the knowledge, ability and attitude of Bachelor of nursing under the background of nursing internationalization, then set up new BSN program objectives in order to adapt international development trend and provide suggestions for higher nursing education.Method:According to the theories of higher education, education management, systems science, educational measurement and assessment, this research uses scientific methods such as Literature Research, group discussion method, Delphi Method etc.Result:1. The most important occupation character is developing the ethic diathesis. The result of this investigate indicated that the power of the attitude is 0.4638, listing in the first place of educational goals.2.Except for the existing knowledge contents of the national cultivating requirement, the highest power of the new knowledge objectives is the knowledge about the prevention and rehabilitation and mortal nursing. The following one is the knowledge about the literae humaniores, and the law and ethics related to the nursing.3.The one listed in the aspect of specialty ability is the clinical practice ability with the power of 0.2123. The following one is items about the ability of communication and cooperation, critical thinking and research ability, which has the value of Kendall coefficient of concordance greater than 0.5, indicating it received the high certification of the experts and they are the necessary abilities of the graduates. The one has the lowest power is the community nursing ability, education and management ability but it is the required one in nowadays education.4.After the two-round consultation, the value of Kendall coefficient of concordance are fluctuating at the level of 0.5, the test of the significant coefficient, P<0.05. It showed specialists'opinions were centralized gradually. According to the expert opinions, we set up new BSN program objectives, including three aspects: attitude, knowledge and ability. It consists of 10 first class items, and more than 40 second class items.5. We established the expert panel according to the Chose standards. The analysis of the expert basic circumstance and the degree of expert authority indicates that personal authority coefficient of the expert's team is between 0.75~1.0, and the expert team's authority coefficient is 0.8907. It suggests that the professional relativity, academic level, job structure, age structure etc of the expert team have good representative and authority.The recovery rate of two round of consultation is 90% and 100% respectively, suggesting that the experts express high enthusiasm to this research. Conclusion:This research takes Delphi method as technique path, inviting experts of nursing-related field in Hongkong, Macau, Taiwan and Mainland to participate in this research and to establish new BSN program objectives which are scientific and systematical to adapt the international trend. The objectives clearly define the concrete requirement of attitude, knowledge and ability so as to increase the possibility of conducting these objectives and to make up the shortage of old ones. This new objectives have the high level of orientation and practicability to the cultivation of BSN in China, and they also provide the scientific evidence for the renovation of new program system and teaching model.
