As a result of the rapid development of national economy, Chinese people has increased their health care consciousness together with higher incomes and higher standard of living. However, for the current medical and health service system it has been difficult to adapt to such changes, since the disadvantages of this system have been more significant than ever before; for example, the separation of the prevention with treatment of disease, too much emphasis on the treatment but little on the prevention, over treatment of minor ailments, an amazing waste on the medical resources and so on. The issue of"the difficulty and high cost of getting medical treatment"has become the focus of public concern recently in China, which involves a variety of complex factors in governmental departments, health department and the whole society. Large and medium-sized hospitals should play an important role of the health service system in China. However, the competitions among these hospitals have resulted in blind expansion to large and comprehensive ones, illegal operations, uncertainty of divisions, and a tremendous waste of medical recourses. Therefore, the key point for the health service network with rational functions is to adjust the existing structures of these hospitals, to have reasonable divisions and maximize the strengths of each hospital.This thesis analyzed the current status of large and medium-sized hospitals in Heilongjiang, including their characteristics, constructions and development. First, four main categories of thirteen cities in Heilongjiang Province have been set up based on the level of their local economic development. Using the survey method, 122 large and medium-sized hospitals were investigated in the main part of this study, including the structure and quality of their personnel, fixed assets, income, medical services and community health services. The result of this survey showed that health technicians are generally high in quality but the structure is not rational; the fixed assets are abundant and the bed configuration is very good, especially in three-level hospitals; the workload of medical staff is unsaturated and the two-way referral work is a mere formality; the community health services are better in the relatively developed areas, but there is still much more room for progress. The reasons that caused these problems were also discussed and analyzed in this paper. Finally a series of suggestions were proposed: a reasonable allocation of health resources and fair accessible health care services should be provided; personnel training and restructuring should be paid more attention to; community health services should be strengthened; sound supervision and evaluation of the health system should be established. These suggestions should help plan and reform the regional health care in Heilongjiang Province.This thesis provided a comprehensive overview of the structure of health technicians, facilities and services of large and medium-sized hospitals in Heilongjiang Province, which will provide objective, accurate and reliable evidences for making scientific regional health policies and regional health planning for related governmental departments in China.
