Objective Revising the index system of quantitative classification management system for food hygiene issued by National Ministry of Health to meet the current condition of hygienic supervision and administration in school and nurseries and kindergarten canteens of Urumqi and suit for the actually economic development level in local area; Comparing the difference of the overall health level before and after the implementation of food quantitative classification management system in local school and nurseries and kindergarten canteens to evaluate the implementation effects of quantitative classification management system;Analyzing the implementation experiences and drawbacks of quantitative classification management system for food hygiene in school and nurseries and kindergarten canteens of Urumqi and proposing the corresponding improvement suggestions. Methods The school and nurseries and kindergarten canteens in certain district of Urumqi were scored with revised version of Sanitary Permit Examination and Inspection Quantification Score Chart for Restaurants and Frequently Sanitary Inspection Quantification Score Chart for Restaurants before and after the implementation of quantitative classification management system in 2007. Normal lacunarities in Quantification and Classification Score Chart were standardized and assessment conclusions were obtained. Detail risk grade and supervision frequency for every catering organizations were obtained according to two assessment conclusions. Result By giving the hygienic license examination, frequent quantification score of sanitary inspection and the final evaluation of reputation degree to mess halls of 59 schools, nurseries and kindergartens in Urumqi, we found the overall hygiene level of mess hall has been significantly improved after implementing the quantified and classified management(p<0.05). Conclusion As a scientific method, quantified and classified management is feasible in practice, leading the unilateral initiative only from manager to lateral initiatives from both manager and managed object, which helps promoting the image of health supervision agency, transforming the supervision mode and increasing the supervision efficiency. However, there are also problems during the course of implementation, popularization and application. Therefore, the quantified and classified management should be carried out according to local conditions and practical works. Implementation of quantitative management system needs summed up experiences and gradual improvement to lay a foundation for health-related enterprises.
