The basic contents of this paper are as follows:The first chapter is preface.After reviewing the relative literatures at home and abroad, this part expounds the purpose and importance of the new pattern rural cooperative medical system, and points out the research methods and technique route of this paper.The second chapter is the theory and practice of the establishment of the new pattern rural cooperative medical system. In this part, the author brings forward the concepts of medical insurance, medical coverage and rural cooperative medical system. At the basis of the theory of health risk and public goods, this thesis analyzes the establishment practice of Chinese rural cooperative medical system and comes to some conclusions. The key factor is the support of government, and share proportion and compensation standard must be adapted to the economic condition and the peasants' bearing capacity. In addition, a scientific and reasonable operation mechanism is a strong guarantee of the continuous and healthy development of the new pattern rural cooperative medical system, and a perfecting rural health service system is the premise condition.The third chapter is an analysis of the construction situation of the new pattern rural cooperative medical system in Tai'an city. In the reforming and perfecting process we should abide by some principles, for example, taking the social economic condition and peasants bearing capability into account, taking care of the majority and ensuring the priority, the compatibility of medical ensurance and precaution, scientific management and long-lasting development, reasonable regulation and service normalization. We should take some effective measures, such as coordinating the function orientation of the new pattern rural cooperative medical system, establishing and improving scientific and reasonable financing mechanism, raising the compensation proportion, improving the reimbursement system, improving the administration system, strengthening the construction of three-level rural health network, strengthening the construction of legal system of the new pattern rural cooperative medical system, promoting the development of rural economy, taking health education and promotion programs into practice, introducing competition and arousing the vigor of rural medical work, accelerating the construction of the urban- rural integration social security system.
