The Present Condition Investigations And Countermeasures Research Of The Cooperative Medical Care System In Rural Areas

China is an agricultural country with a huge population, among which there are more than 900 million rural residents. Whether the problem of medical care guarantee of the rural residents can be solved will have a strong influence on the course of socialistic country development as well as the harmonious development of the whole society. As the main system to guarantee the basic medical care for the rural residents, it is vital for the cooperative medical care system to be established and perfected.This research thesis is divided into seven parts. The first part is the preface, which mainly expatiates the background, meaning and purpose of the research; the literature summarization related to this research; the research thinking ways, research method and the main innovation of the research etc. The second part includes the general situation of the investigating areas, focusing on the introduction to the working status of the new cooperative medical care system in the investigating areas. The third part looks at the investigation design and investigation data, and mainly introduces how to confirm a sample area, the organizing and actualizing work and the coordinating work of the investigation data. The fourth part is about the investigation result and analysis. The fifth part is the conclusion of the research. The sixth part sees some suggestions and countermeasures concerning the cooperative medical care in the rural areas. The seventh part talks about the problems that require to be further investigated. Investigation results shows that Yong Ning, after having tried the new cooperative medical care system in the rural areas for one year, has obtained a certain effects. It preliminarily alleviates the problem of village residents getting poor or returning to poverty because of illness. The health guarantee consciousness of the rural residents has been strengthened and the close relations between the party and the masses and between the party leaders and the masses has been further maintained. Meanwhile, in the actualizing process of the new cooperative medical care system in the rural areas there are still some problems, which influence the sustaining development of the system. Around these problems, the factors that affect the rural residents to take part in the new cooperative medical care system have bee found out based on the substantial evidence investigation. The thesis analyzes the existent problems and put forward the countermeasures and suggestions to perfect the cooperative medical care system in the rural areas. The countermeasures and suggestions are as follows: to further define the responsibilities of the government in the cooperative medical care; to increase the investment to the medical care in the rural areas; to provide powerful leadership guarantee for the cooperative medical care; to increase the range and intensity of propaganda ; to call on the rural residents to take part in the cooperative medical care, increase the rate of people taking part in the cooperative medical care; to take advantage of the financial favor policy; to implement the money-raising " hook" mechanism between food supplies allowance and cooperative medical care; to establish a scientific and reasonable compensation mechanism and broaden the benefit range according to the principles of " paying according to the income, making both ends meet, and having some slight surplus" based on the basic data research; to set up computer managing information system, realize internet offices and improve the service capability of the cooperative medical care management office; to strength the management of the assigned medical organizations—perfect the admittance and exit mechanism, establish and fulfill the operation norm and management system in the assigned medical organizations, practice the mechanism of government purchasing drugs, set up reimbursement windows in the assigned hospitals and promote the system of hospital advancing money for the rural patients; to intensify the development of the rural medical service organizations, improve medical service capability and provide satisfactory service to the rural residents who take part in the cooperative medical care system; to establish the rural residents participation mechanism, strength the management and supervision of the cooperative medical care funds and guarantee the rights of the rural residents to participate , to know and to supervise.
