The Study Of Chinese Medical Equity

The article can be devided into four parts. It includes: a summary on Chinese medical status quo, a analysis on the disadvantage of Chinese medical equality, the carding and selection of the concept on equality, the countermeasure of Chinese medical equality.In the part of a summary on Chinese medical status quo, I analyse the status quo of Chinese medical equality through many visual angles, and try to omnidirectionally analyse Chinese medical fact. At first, I make a comparison on the difference between city and country, the regional difference, the estate difference basing on a series of data from landscape orientation and portrait orientation. We can make a conclusion that Our medical equaliy on a low level on the whole. We must solve the problem through the above three aspects. Secondly, I use the method of range, the lorenz urve and Gini coeficient to analyse our medical status quo. We can express the gap more definitely through the domestic and international comparison using their own advantage.In the part of a analysis on the disadvantage of Chinese medical equality, I devide the medical inequality into the inequality of medical resource distribution, the inequality of medical service using, the inequality of medical service financing. In order to interpret it deeply, I make a more step to devide each aspect into perpendicular and level way. Next, I find out two most important faction of the disadvantage of Chinese medical inequality combining Chinese medical reform history and data. The first important faction is that the government willing on the medical care has changed from the government own responsibility to the compound responsibility of government corporation and people. The second important faction is that the government ability on medical care has weakend under the background of market economy, Government can't hold up the great financial burden that existed in the free medical care and labor insurance medical care.In the part of the carding and selection of the concept on equality, I try to dig the theoretical base that guiding our medical reform. From the beginning of several common theoris, I analyse the Classical liberalism theory, Utilitarianism theory, neo-liberalism theory and their own actual spirit and opinion on medical care. Through the analysis of neo-liberalism theory, I make a conclusion that the neo-liberalism theory accord with our medical reform purpose and accord with our political economic and social fact.In the part of the countermeasure of Chinese medical equality, I firmly talk on the three above matarial and academic analysis. At first, We must resist on the commonweal direction about the government willing. Secondly, The ability of raising government responsibility can be realized through the ten years' system of tax distribution. Next I combine the international reform practice to bring forward several concrete solution.(1)To make the public hospital accord with it's name (2)practise the policy of saparation of medical care and medicine (3)To make doctors have the identity of civial servants. At last, I combine the above three inequality: the inequality of medical resource distribution, the inequality of medical service using, the inequality of medical service financing to make a more step to put out the countermeasure of city and town medical care and rural new cooperation medical care.
