Research On Problems Of Information Based Medical Ethics

The development and extensive application of information technology speed the advance of information society. Information and digitalization have entered various fields of medicine, becoming indispensable equipment and means. Information technology is updating the conventional medical means, from research to medical service. However, the application of information technology not only brings new recognition channels, ideas and ways of working for medicine, but inevitably proposes new ethic problems in medicine field. Today, when the construction of medical information is developed like a raging fire, it is of great practical and profound importance to handle the medical ethic problems with information characteristics. The construction of medical information lasts for a long period and only the medical information meets the ethic request has vitality.The digital medical equipments such as CT and color ultrasound are extensively utilized in hospital. Various medical charging system, management system and medical information process system are spreading. Medical teaching and research field are also lifting the teaching and research levels by using the information technology. The application of information technology brings new recognition channels, ideas and ways of working for medicine, and many conventions are reformed and new innovations are constantly made by information technology in medicine field. All the aspects of medicine including teaching, learning, studying, clinical and medical equipment, management, accelerate the development with the information technology. It is hard to imagine that there is no application of computer in a modern medical university or hospital.When we are enjoying the benefit from the information technology and looking forward to the future, we should never ignore the ethic problems. To solve these problems properly can help the information technology develop in a healthy direction, and serve the human beings better. The problems, for example, protection of medical intelligence property rights, the phenomenon of digitalization of the relationship between the doctors and patients, protection of the patients' privacy, the difficulty and ease of permission of knowing the truth, the security and potential threats of information and internet, the embarrassment of long distance medical service, the abuse of the medical expert system and the dispute about the therapy via internet, all relevant to ethic and more and more serious, if not being solved in time, will directly affect the development of medical information.This paper analyzes the reasons and the characteristic of these problems and does some preparation for proposing the ethic standard to deeply study the ethic problems of medical information. Through to analysis of the ethic problems of medical information, we find that the medical information is a double edged sword, for while it can bring the convenience for the advancement of medicine and the health of human beings, it also proposes many complicate and urgent problems which need to be focused and solved. Therefore the ethic standard which is objective and practical for medical information should be established. Through the discussion of purpose, obligation and right of ethic and the function of morality in medical field, referring to some famous internet standard to propose, this paper puts forward the principles of equity, justice, compatibility, reciprocity, permission of knowing the truth, and harmlessness, and proposes the standard of the medical information ethic.The information technology is a brand new technology and means, which needs to be mastered and applied by the whole society. Most of the people can not realize the possible disadvantage and problem which can be brought by the information technology. The medicine field should spare no effort to reinforce the education. The adoption of new technology doesn't decrease the doctor's responsibility but require more responsibility and carefulness. The medical fields where the information technology is applied constantly expand and the appearance of medicine has been changed. At the same time, the ethic problems start to emerge. We should study what ethic problems have been raised and try to find the solutions to make the application of information technology meet the requirement of ethic and establish the necessary standard which can make the information technology serve the medical field better.
