Research Of New Rural Cooperative Medical System

New rural cooperative medical service system is a rural medical care system organized and guided by the government, based on mutual assistance of the participants, and with voluntary participation of local people and diverse sources of funding from individuals, collectives and the government, one which takes treatment of serious diseases as its main responsibility. It directly relates to the health and interests of several hundreds of million farmers in our country to set up new rural cooperative medical service system. It is important component of medical system reform and significant decision made by central government to resolve "three agricultures" problem. It is of great importance for carrying out the science development viewpoint, promoting the coordinated development of urban and rural areas, and building "Well-off" society Across-the-Board.As the main health care system of rural population under the planned economic system, cooperative medical service system of rural areas in our country has ever played an extremely important role. However, it has also suffered severe frustration. There has been rise and fall, and both experiences and lessons are very profound. From 2003, it began with previous trials and then gradually spread after gaining experiences. Till 2010, our objective of setting up new rural cooperative medical service system basically covering rural residents all over the country will be realized.First, this paper reviews the history and development of traditional rural cooperative medical service and analyzes the necessity and feasibility of setting up and perfecting new rural cooperative medical service. Second, on the basis of illustration of new rural cooperative medical service policy design and comparative analysis between new rural cooperative medical service and traditional cooperative medical service, it illustrates the fundamental framework of new rural medical service and main features compared with traditional cooperative medical service system through organization system, mechanism of raising funds, fund management, supervision and management, medical services management, organization and implementation, etc. At last, taking new rural cooperative medical service operation condition of three Jiangsu villages as example and using methods of combination of fixed quantity and fixed quality investigation, we collected first-hand knowledge through In-home survey, organization survey, and typical survey. Then , with integrated application of management science and sociology principles,it appraises effects of new rural cooperative medical service system, discovers main problems and reasons, and makes feasible policy suggestions of perfecting new rural cooperative medical service system at present, doing meaningful research on direction of new rural cooperative medical service.
