National health development index is comprehensive and critical to a country, since health is the necessity to the individuals. Hence, many countries are seeking to protect people's life and health. One essential and effective measure is to set up the health care secure system, with which the equality and availability can be ensured. However, that is not the case with China, an agricultural country. According to the World Health Report 2000 issued in the 53rd World Hygiene Conference, China was listed 188 among 191 members in terms of the medical care equality. In China, the medical care secure is different between urban and rural areas. Urban population, 30 percent of total, shares 90% of the medical care, while the rural population, more than 70 percent of total, shares less than 5%.In order to satisfy the health needs of rural people, prevent from the poverty due to illness, China set up the New Rural Cooperative Medical Service in 2003. It benefits millions of thousands of rural people, improves their health, enhances the resistance to incurable diseases, lessen their economic pressure. It also does a lot good to economic development, social stability, and narrows the gap of city and country, reforms the imbalance of social structure, aims to form a harmonious society and socialism new countryside.The fundamental ideas and logical structure is: to study the interest requirement of relevant interrelation in the New Rural Cooperative Medical Service and form a mutual coexistence pattern proceed from the opinions of stakeholder theory and sociological interrelated theory.The paper deals with four parts: The first chapter is to explain the study background and significance, the study ideas, structure and approaches, interrelated concepts. The second chapter is about the history and development of our national rural cooperative medical service, from self-secure to public secure to market secure to system secure. The reasons of success and failure in this process are offered as well. In the third chapter, the author studies the stakeholders in the new pattern, defines them into rural people, government, and medical service offer, to interpret their different roles and needs. In the last chapter, the author suggests to stick to the principle of proper compulsion, induce orderly competition system, and government intervention based on scanning the conditions of the New Rural Cooperative Medical Service, in order to advance the sustainable development.
