Objective:The assessment and analysis were conducted on health care technical efficiency of military hospitals in xinjiang to explore the existing flaws and causes. Further clarified in order to provide theoretical evidence for the improvement of the technical efficiency in health care.Method:Based on the descriptive analysis on the utilization of health care resources in 6 military comprehensive hospitals in Xinjiang,the construction of cost function and the estimation of low efficiency were conducted with the introduction of random frontier cost model.The statistical approach of multi-variable regression was adopted to manifest the following parameters.Result:It was indicated that there existed different phenomenon of low efficiency operation in various hospitals at different levels,The average loss caused by low efficiency operation in these 6 military hospitals was 34.30%;the total volume of fixed assets,the number of hospital staff,the proportion shared by medical staff among the whole hospital staff,the average duration of hospitalization,the rate of bed occupation,the low efficiency caused by the factors such as subsidy from high above.Conclusion:The analytical results revealed that the technological provision efficiency of the grade 2-level A military hospital in Xinjiang was higher than that of grade 3-level A hospital.The provision capacity in grade 3 hospital was much higher than that in grade 2 hospital,indicating the incongruity of the provision capacity and technological efficiency,indicating that the ability of micro management and operation was relatively weak in military hospitals at present.The limited resources of health care have not been utilized sufficiently with the existence of waste.
