Efficiency Analysis Of Medical Institutions In Different Regions Through Data Envelopment Analysis

Medical institutions have played an important role in the modern society. With the improvement of people's living standard, people show more concern about the medical institutions'services. But as China is a developing country, although the public finance investing in medical institutions have grew every year, it can not provides enough medical fund. On the other hand, there is a big medical inefficiency among the medical institutions, known as low equipment utilization and low bed utilization. So how to improve the medical institutions'efficiency to provide a better medical service based on existing condition is an important solution to the problem.This paper had given a definition of medical institutions' efficiency, and then analyzed the background of researching medical institutions'efficiency. After that, this paper introduced Data Envelopment Analysis (DEA) for the analysis of medical institutions'efficiency, the author introduced the principal of DEA method, and the usage and development of DEA method. And the author analyzed the advantage of DEA method in measuring medical institution's efficiency.This paper had analyzed the principals of choosing indexes in DEA method, like important, comprehensive, comparable and simple. Based on the principals and other former experiences, the author chose diagnosis person-time, in hospital person-time, health exam, successful rescue of critical patients, total asset, qualified doctors, qualified nurses, and other management staff. This paper used BCC method to assessing medical institutions'efficiency during 2003 to 2008 among difference provinces in China, tried to find the target value of all the input and output variables, and gives advices in difference provinces. The author used Independent-Sample T Test to test whether there is difference between east middle and west China, and found out that middle China was lower efficient than east and west China. This paper had tried to find out the peculiarity of high efficiency areas, and found the peculiar income and outcome relation among high efficiency areas.
