| Objective: 1) To explore and establish benefit-assessing-index-system with characteristics of accuracy, objectivity and strong operational for Xin Jiang senior hospitals, and aim to establish comprehensive-assessment-framework for hospital- manage-department. 2) Through the application of TOPSIS, give comparative benefit- assessing-analysis for three hospitals in Xin Jiang, then to analysis the factors and shortcomings which affect the hospitals'function, at last to enhance the hospital working efficiency and performance by feasibility analysis. Methods: 1) literature and Delphi are used to establish the benefit-assessing-index-system for XinJiang senior hospital, and also the Priority Method is used to weight the index. 2) TOPSIS was used on comparative benefit-analysis among three hospitals. Results: 1) The benefit-assessing-index-system was identified which will fit for XinJiang senior hospitals and three-level indicators are concluded with three indicators in level one, even indicators in level two, thirty-two indicators in level three. 2) Three hospitals'benefits from 2002～2007 were compared in horizontal and vertical level through method of TOPSIS. Conclusion: The benefit- assessing-index-system building in the study will has great significance on following area: understanding the development of XinJiang senior hospitals, enhancing the service quality to patients.
