The accumulative total number of people infected with AIDS is 653 and those suffered with it is 183, dead 98 in Shandong provinces from the year 1992, when the first person infected with AIDS was found among homecoming people, up to June 30, 2006.At present, the number of people infected and suffered with AIDS is increasing quickly. Although the people infected with AIDS are mainly youth and prime of life, and transmitting approach is mainly blood, all of the three approaches have appeared, which indicates that AIDS will transmit more quickly in Shandong province.In the face of this situation, government of province level has thought much of prevention and cure for AIDS, established a leading group for AIDS prevention and cure, set up a province level corresponding conference system, nailed down the work responsibility of each member unit, and set up a special outlay for AIDS prevention and cure. At the same time, CDC of Shandong province has tried for many international cooperant programs. Now the work of prevention and cure for AIDS has gained a primary effect, and each department referred to has set up relevant institutions or organize propagandistic and interventional activities. The department of education,civil administration and police etc., assort actively and have a good effect on AIDS prevention and cure. They have established demonstrated section of AIDS prevention and cure. On that basic, they sum up the experiences, discover problems and offer consultations for the total advance of AIDS prevention and cure in the whole province. compared with other disease , the work of AIDS prevention and cure has its sociality,colligation,complexity,harmony,secrecy and so on, so it refers to propagandizing knowledge of AIDS, exploring leaders, training operational workers, supervising people suffered with AIDS and setting up its evaluation system, behavioral intervention to AIDS and its effect evaluation, purchasing and delivering of drugs using for AIDS prevention and cure, treating and managing the people suffered with AIDS, study of AIDS prevention and cure, and ministering to those people and their family. The workload is very heavy and across with one another, whilst the number of staff engaging in the work is limited. Also, there are so many new problems during the work and they can not adapt to it in so short time. Thinking about those, it is obviously that it is too hard to complete the task, if depending on the force of CDC only. Therefore, we should think and study the prevention and cure system for AIDS in the province.Hence the above background, the main purpose of this study is to make up a suit of prevention and cure system for AIDS, through adjustment and conformity. The work will summarize the successful international experiences and systems and use them for reference. It will analysis and evaluate the situation of AIDS prevention and cure in Shandong province and the resource of relevant department at present. It will combine with the characters and depend on the health system at present. T Methods taken in this study are scene analysis, literature reviewing, experts consulting, key task discuss and field survey.Conclusions: prevention and cure system for AIDS in Shandong province includes organizing system, supervising,examining and forecasting system, propagandizing,intervening system, treating and ministering system, drug purchasing and delivering system, managing system for people suffered with AIDS, and ministering and helping system for people suffered with AIDS.
