The Study On The Operational System Of Shanghai Pudong Charity Hospital

By the beginning of 2000s, a growing trend towards the establishment of charitable medical service organization shows a particular tendency under the government's initiation in the mainland of China. Therefore, preferential pharmacies, preferential hospitals and charity hospitals, which were in a process of struggle in the following years, emerged gradually. Shanghai Pudong Charity Hospital was set up in 2002, and in 2006, Shanghai Angel Charity Foundation was established. In 1950s, the charitable service switched to the pattern of social welfare security, which meant the government oversaw the private charitable organizations and charitable medical organizations. In 1980s, some private charitable activities recovered, but only a few charitable organizations, which were affiliated to government, were approved. In the beginning of 21st century, the non-public fundraising foundations registered by private person were allowed to be established because of easier approving regulations. The establishment of Shanghai Angel Charity Foundation, the first non-public fundraising foundation as its focus on medical aid, provides the condition to redesign and recombine in Pudong Charity Hospital.The Functions and Operational System of Pudong Charity Hospital: Shanghai Pudong Charity Hospital is established in January 2002 by the government. Taking the responsibility for medical service in community and charitable medical service, it provides human capital and administrative capital. Social charity organizations help to collect medicine and material capital and also recruit volunteers and social workers to take part in the activities. Pudong Charity Hospital puts its emphasis on healthy service and medical aids towards the population who are not able to enjoy basic medical protection and the disabled population who live under the poverty line. It also takes part in the medical aid services to rebuild the areas suffering disasters. Although the road is bumpy, Pudong Charity Hospital still goes forward step by step.Restricted Elements of the Operation in Pudong Charity Hospital: Firstly, because the resource of medical aid is scanty, the tremendous need of charity medical service can not be met. Secondly, the dated concept of medical aid causes the social ineffectiveness of aiding the difficult. Thirdly, due to lacking capital in the hospital, voluntary labor is hard to last for a long time. Fourthly, without the government's support, the hospital is hard to take the governmental responsibilities. Fifthly, depending on the charity organizations to collect the fund, the hospital is still short of fund. Sixthly, the social contribution is scanty because of the single charitable programs. The last one is the imperfect security system causes ineffectiveness.The Suggestions about the Development of Pudong Charity Hospital: The first one is building proper system of security and using the resource effectively; the second is improving charitable medical concept, and advocating mutual aid and self aid; the third is strengthening social cooperation; the fourth is stressing the effect of government and getting the support from the government; the fifth is setting up foundation focusing on medical aid to carry out self fundraising; the sixth is enriching the charitable programs to attract more attentions of participation; the seventh is introducing the pattern of HMO, and exploring the security system.The Aspects for Further Consideration: The first one is promoting the development of philanthropy; the second is deciding the beneficiaries to enjoy charitable medical service; the third is integrating the resource of contribution in the whole society; the fourth is building the system of the social supervision and social participation; the fifth is building the system of social risk protection.
