A Research On Improvement Of The China Rural Health Care System

Rural population accounts for the largest proportion of the total population in China, so medical care system for rural residents determine the cause of the medical security development level of China. The World Health Organization had given us a high degree of evaluation to the traditional cooperative medical care system, and actively recommend to the developing countries of our rural health work experience. But with the traditional planned system was broken, the original cooperative health care system gradually disintegrate. Disharmony of rural health care system caused many social and economic problems. Rural medical care system has gradually become most important issues which hinder the development of medical care in China. This paper studies the rural health care system of China, in order to improve rural health care system we made some recommendations. This paper has four parts: The first part gives a brief introduction of the state health care in China rural area. Firstly, introduce the traditional rural health care corporation system.The main reason for the collapse is that, the collapse of the deficiencies function, lack of government functions, and the diversification of the rural medical needs. Analysis the status quo of the existing system, describe the key data on the 2000-2006 National Rural health care system, we found that the existing system is in a transition period. Finally, made comment from the perspective of the scientific development. The system in rural areas has lagged far behind the economic development, didn't meet the health needs of the people. The existing system is still not complete, lack of coordination.In the second part of this paper, I analyzed the existing problems and the reason. Low coverage, lack of medical treatment still widely exist, the main reason is the dual structure of the rural and urban, one nation but different policy. The gaps are both exist in income and social security. The total health expenditure is low and distribution is extremely unreasonable, also lack of effective support, lack of oversight mechanisms, lead the policy can not be implemented. The main reasons are, the absence of government functions, family security play a major role, ageing intensified the health care pressure.In the third part we analyze the foreign medical health care systems. For developed countries, we introduce the United Kingdom, Germany and the United States health care system. The enlightenment we got is government should be provided health care as a public goods to citizens, diversify the systems to meet the need; encouraging and supporting the development of communities health institutions in rural area; Government should be focused to protect the rights of poor people to seek medical treatment. For developing countries we select India, Brazil and Mexico which is Similar to the situation with China. The experiences China should learn from these countries are: first, government should attach great importance to this work, increase support for rural health care; second the government should encourage non-governmental organizations to participate in; according to political, economic and cultural characteristics of China, form a unique public health system and healthcare system.The fourth part proposed the policy-type suggestion that consummates our country countryside medical service system of safeguard. The key suggestion is: First, cancels resident status system step by step, eliminates the dual urban-rural differences. The resident status system is the dominant element that causes the identical national different system, is the efficient way that eliminates the differences between city and country. The resident status system has became the special benefit difference is huge, the gradual reform may avoid the society unrest. Only in this way can realize completely establishes the national unified medical service safeguard system; second, increase the input in public health in rural areas, perfect countryside medical service safeguard fund procurement system. The financial support is the system movement basis, the country must expand the financial investment, must construct the countryside multi-level medical service safeguard fund raising system, realizes the rural cooperatives medical service and the cities staff medical insurance docking conformity strategic target. Third, strengthen the management and supervision work in the rural medical service market. A characteristic of medical services determines that work of supervision and management is vital important, if not, it will be making a lot of bad influence to the system and the country. Finally, continue to play the role of family health care. China's basic national condition today, a perfect system can not be accomplished overnight. We can take advantage of the widely exist of family health care, combine it with national health care, form a transitional style health care system for rural area.
