Research On Quality Management Of Single Disease And Strategy In Jilin Province

BackgroundIn recent years, the health expenditure has been increasing in china. As a result,"too difficult and too expensive to see a doctor"has become a hot topic of the society and it is also one of the difficulties that baffled the development of health care. In order to solve the problem, many measures have been taken, such as classified management of medical institution, pharmaceuticals procurement via tender bidding, separation of drug prescribing and dispending and reinforce the economic management of medical institution, etc. Though the measures are effective, and have achieved certain effects to some extent, the problem of"too difficult and too expensive to see a doctor"has not been solved. The tradition fee for service has not met the demand of society owing to its disadvantage. How to solve the issue of"being unaffordable and difficult to see a doctor"has become the key point and difficulty in the course of our medical care reform. Therefore, the price reform of medical treatment has been carried up all over China. The management of single disease's expenses play a very important part in controlling the excessive increase and guaranteeing people's health. Object1. Understand the management of diseases in Jilin province and comparing management factors to country health departments'standards in order to find out differences and shortcomings in Jilin province, so it will apply disease related groups well.2. Study the fee for disease in Jilin province to give standards for health insurance and have base to for disease related to groups.3. Analyze fee for medicine to find out the way of decreasing fee of medicine and intense the medicine reform.4. Making standards of management of diseases and cost to solve the disease of"being unaffordable and difficult to see a doctor".Method1. Historical study: study the cost and management of disease in the second-class–A and the third-class–A hospitals for half and three years in Jilin Province.2. Literature research tools include databases such as Wanfang, Weipu, CNKI, etc) etc.3. Quality controlQuality control was carried out throughout the research course literature research was conducted by multiple researchers in multiple databases. Interviewers were trained and the survey was conducted using the same questionnaire. Data collected was transferred to the Data Center using Data Fax Management System and real-time data quality control was implemented.4. Statistical analysis Data was faxed and entered using the Data Fax Management System and data cleaning was carried out. Data analysis was conducted using Spss13.0 .3. Thesis study: read mounts of thesis in out of our county and collecting messages which relate to quality of disease and disease relate to groups.Conclusion1. The diseases which are chosen are almost noncommunicable diseases.2. The standards of disease quality and average days in hospital are different from the standards of the county health department.3. The cost of the same disease in the third-class-A is higher than in the second-class-A, and the cost for medicine is higher than the demand of our county.Suggestions1. Make the standards of disease quality quickly and then supply standards for the management of disease quality.2. Set up interrelated guarantee system synchronously when apply the management of disease quality and fee for disease.3. Intensifying the government's supervision and deal with every related aspects.4. Fee for disease should be mixed with paying ways then it will attain good effects.
