In the fierce economy competition environment, the hospital in order to achievesustainable development and get success, it should paly an important role in marketcompetition. Not only the hospital should improve the quality of hospital services, butalso constantly reduce the operational cost of hospital to add the competitiveadvantages.Because the medical institutions as an independent organization, also needthe survival and the development, but only when its output more than devotion, themedical activities of the hospital can keep sustainable development, which requireshospitals to strengthen and improve the cost control ability.At present, to strengthenthe hospital cost control has become an important part in the hospital economicmanagement work, and the limitation paid of single disease of our country accordingto the service items paid for,which is a helpful attempt to our national hospital’sreform. Cost variance analysis is the core of the cost control process, which is also animportant decision support tools of the cost management, whose effectiveness ofanalysis affects the cost control process success or not. So the process of cost controlneed through the cost variance analysis to carry out.Lots of researchers have studied cost control toward the new economic condition;nevertheless, most prefer cost accounting rather than cost engineering. The researchersmostly concentrated in the use of control theory, statistical decision, dynamicprogramming method to research the cost difference survey model.when we areconsider the time and money limited conditions, and its need a great deal ofinformation cost to obtain model of many parameters, the above models is seldomused by managers in reality.In addition, managers cannot differentiate between theimportant difference and the unimportant difference,which can also affect theapplication of the above cost variance model. With the rapid development of scienceand technology, cost control research and development have also shown overlappingdiscipline, diversity. Some researchers have combined fuzzy sets, neural networkknowledge, etc, machine intelligence methods with statistical control methods, byusing the intelligent advantages to solve the general statistics theory in practicalapplication difficulty, and then effectively solved the actual problem in the process ofcost control.For the cost variance analysis is a core part to hospital cost control management.With the limitations of the present cost variance analysis model and the particularity of the medical institutions system, this article come up with A single disease costvariance statistical analysis model based on support vector machine (SVM) intelligentmethod.This paper apply this model into a single disease types of surgery cost control,and verify the the model is feasibility and effectively. At the end of the article, thispaper discuss that the use of rough set (RS) to look for differences source. It makegood use of the classification of RS reduction theory to guarantee the validityability,and eliminate the not important and numerous redundancy cost factors ofinfluence of the single disease cost, lastly get the key factors that can affect the cost ofsingle disease greatly.
