A Study On Comprehensive Reforms And Development For Community Health Service In Shanghai-Jinshan

The community health service is the important part of the city health's affair, which is the key link that carries out everyone to enjoy the elementary health care. The booming development of community health service is the inexorable law, and the doctor leaves a hospital, heading for family and society is the negation of non-human characteristics of medical science. In recent years, the Chinese government attaches great importance to the development of community health services. Actively promoting the reform of china's medical care system in cities and towns. The government has promulgated the concerning decision of hygiene reform and development, opinions that stimulate the development of community health service, etc. Those documents symbolize the macroscopic policy and basic polices of community health service have been explicitly, and the community health service maintains the track of healthy, sound development.Now the whole country explore the management system , operation mechanism and quality assurance of community health service ,turning the service content deeply, raising the service quality level, making aggressive progress, acquire concerns and supports of government, society and community residents. Community health service affair in Shanghai City with the district hygiene program for guide, has adjusted grass-roots medical treatment organization function, through the several years, it has pushed forward gradually and got a steady development. Whit this background, Jinshan area community service in Shanghai City operated comprehensive reform in May, 2001. But, the community health service is still in a beginning stage, in the process of improving the service , various contradictions and problems has emerged gradually, such as the problem of consciousness , system, economy in expiation, etc. How to resolve these problems, make community health service keep on developing healthily, it's worth studying. This thesis uses document research, questionnaire, participant observation , interview and work conference to study community service of jinshan district . It also borrows experiences from western countries to assist in some way.This thesis deals with the reform of jinshan area's community health service in the last 6 years and how to push forward the reform from now on, especially ,the thesis studies how to develop the community health service center in suburb . Firstly, we discuss the foundation of argument and development models, analyze the situation before and after reform, then we summarize the Achievements are made in the reform, point out current problems. On this foundation, the emphasis should be on analyzing the realistic problem in service, and put forward the development strategies and solution. This thesis since pay attention to the solution of jinshan area's realistic problem, also examine the development strategies and concept with far-sight. .The subject lies in pass to research the reform and development of jinshan area, finds out new methods for far suburb's community health service development. We want to construct such structure: in the foundation of the community health service, make rational division on the service organization of the community health and the hospital and the health institutions, promote cooperation between them, then, set up a new service model with shanghai characteristics and suburb area characteristics.
