A Research On Emergency Management Of Public Health Incident

Occurrence of public health incidents will do great harm to human health, social stability andeconomic development, it is a serious subject for all governments to improve the emergencymanagement of public health incident and reduce the bad effect. Similarly, China is now in abooming season of public health incidents due to nature, society or human action and it is a topagenda to strengthen its research.On the foundation of analysis on public health incident emergency management in Chinawith theory adoption of Public Products, Public Management, Emergency Management, thearticle objectively analyzes the achievement and weak points in public health incident emergencymanagement in China, as well as puts up some advice to improve concerning management inChina with experience from some developed countries such as USA, UK, France and Canada inthis field, namely "Precation First "is above all, finance support guarantee, strengthen emergencynet, improve information and superitendence net, upgrade legislation guarantee. Also evidencefrom Haishu Ningbo city on emergency management of public health incident is studied in thisarticle.This article focus on 3 parts as below: Firstly defines public health incident management apublic product from the view of public economics; Secondly analyze the achievement and weakpoints in public health incident emergency management in China from the view of PublicManagement and Emergency Management, and put up some advice. Thirdly studies the evidencefrom Haishu Ningbo city which is my personal practice to help contribute some to emergencymanagement in China.
