Study On The Quality Control Of Medical Higher Institute Scientific Research Project Progress

Objective: According to the systematic analysis of the influence of the research project quality and the situation of our school, we established a reasonable, high performance and integrative evaluating index system for research project progress. With which we developed the dynamic management system for the quality control of a project. Thus, problems such as impossible to monitor the progress of a project at time, the achievement of management can't be suitably played, difficulty of scientific research communication and information sharing, part of the project can't be completed with a high quality can be solved. Also, the high efficiency and quality management of research project can be achieved, data connection of science and technology management and related departments by dynamic management system, information sharing, inquiring of research program and encouragement can be realized, the cooperative management of research found between different basic departments and science and technology management.Methods: we colleted and analyzed 10 researches found project progress report, 500 annum implement report and 300 acceptance check report of 2004, 2005, 2006. By analyzing the information and referring the experience of scientific research management, using the analogism, experience summarize, literature referring, we found the main factor and reason which impact the quality of a project, and we got the strategy to solve the problem; On account of the previous result, applying the analytic hierarchy process, Delphi rule, we established a evaluating index system for research project progress; according to the research achievement, applying system principle, humanistic management and efficiency principle, as well as feedback control method, we perfected the quality control mechanism of a research project progress; finally, we initially established the database management system by computer technology.Results:1. Systematic analysis of the influence of research project quality:①The whole scientific research was analyzed. The main influence factors of research project: researcher not on their right position; research time can't be fully assured; research condition and situation changed; the actual progress and anticipate goal have a large gap; the attitude of researcher incorrect.②the main reason of these phenomenon include: the researcher and management personnel are lack of knowledge of procedure management, and they only concerned about the project applying, which lead to a bad implement of the research project and organization, yearly inspection and project acceptance check just be formal. Otherwise, in our country, many awards, job title evaluation is connected with the project, which urged the influence factors of scientific research projects accomplish quality. These are specific as follows: pluralism of the researcher; negatively effect of the project applying evaluation system; scatter of the topic source; frequency moving of talented man; risk factor and unpredictability of science research; guide deviation of technology policy.③Through the study on evaluation index system of science and research project fund, we found the quality of project guarantees high-quality talent and outcome and it is necessary for improving science development and innovation. In order to improve the quality of research project, several ways should be emphasized: Science style construction should persevere; the whole process should development management; research cooperation should be effective; research plan should be revised and consummatetimely; the guide effect should be used correctly.2. establishment of evaluation index system for research project progress:①Basic background of experts: Of all 28 selected experts, 5 were administrative experts, 10 were engaged in clinical medicine research, 8 were engaged in basic research and 5 from other area. The age of experts were mainly between 40-50, which occupied 64.29% and 72.00% in the two rounds consultation respectively; associate professors or above occupied 92.86% and 96.00% respectively; master degree students or above occupied 82.14% and 92.00% respectively.②Active coefficient of experts: In this study, we carried out two rounds experts' consultation. In the first-round, all 28 questionnaires we sent out were recovered, with an effective recovery rate of 100.00%. While in the second-round, the effective recovery rate was 89.29% and 25 questionnaires were recovered out of 28. Experts took a serious attitude in every round investigation, and answered some open-type questions, they also discussed with some controversial questions. These indicated that the recycle rate can satisfy the number of experts of this study.③Authority coefficient of experts' view: As can be seen from the result, the authority coefficient of 25 experts located from 0.60 to 1.00 and 80% experts were higher than 0.8. The total authority coefficient equaled to 0.8486, which ensured the reliability of the indexes effectively.④Determination of first class, second class and third class indexes: The final index system to evaluate the intermediate inspection of a scientific research found project were composed of 4 first-class indexes, which included management ability, condition of execution of research project , resource allocation of the project and stage achievement; 10 second-class indexes such as: data management ability, management of organization ability, scientific research communication ability, scientific research founds, stage progression of research project, research condition, information ability of a research project, project talent devotion, academic communication as well as research achievement; and the third-class indexes included 22 ones as follows: obtaining and conserving of raw data, the ability of member of management, ability of coordination organization, style of scientific research, communication ability, cooperation ability, allocation of found, ensuring of research founds, accomplishment situation of the project stage achievement objective, prospect prediction, supporting of equipment, assurance of raw material, ability of gaining project research information, ability of applying project research information, participation situation of postgraduate and excellent young people, international and internal academic communication, articles, contributions as well as patent.3. Perfection of quality control mechanism of research project progress:①further strengthen of informatization degree,②elevation of management efficiency.③perfection of work flow-sheet service.4. The initial aim of data base management system:①Operation web site deal with official document, provide platform for sharing and public information;②Process management block mainly public the evaluation of project process and announce the annual execution report;③The conlusion report presents the information about the conclusion of project and submit the related material.④Outcome and paten block manages the information about outcomes and patents.⑤Science and research data base management system mainly provide the basicimformation data about project and manages in detail by different classification.Main work and innovation1.
