Objective: To calculate the nursing workload and discuss the reasonable nursing human resources in order to introduce some strategies manpower resources utilization for hospital managements and our country.Methods: Thirty-seven clinical departments nurses were taken part in this study in our hospital from September 26 to October 2 in 2005. About 67 direct and 16 indirect nursing works items on self-managed questionnaire were recorded by real-time frequency recording for analysis the working-time distribution.Results: There was a great variation in the direct nursing time in this hospital. The direct time was about 61.80% in all nursing workload and there was no statistical significant difference between medical and surgery departments, but significant difference between normal departments and the intensive care units. The thirteen items occupied 59.07% time in the one hundred items. Everyday nurses must spend a lot of time on non-nursing affairs, such as inputting medical order data to computer, taking drugs from pharmacy windows and returning the patients surplus drugs, frequently going and taking patients blood preparation in laboratory, and so on. There was statistical significant difference of non-technical works and low-level technical works between numbers of department beds above 35 and less than 25 beds (t=4.389, P<0.01), otherwise no significant difference among departments.It was found that twenty-nine departments are lack of nurses at different degree. The average shortage was about 17.19%.Conclusions: To some extent, the human resources allocation was ignored by the hospital managers. According to the scientific time research can provide efficiency countermeasures in order to use nursing human resources effecting and embody the value of nurse and improve the quality of nursing and satisfaction of patients.It was crucial to make clear the contents of non-technical works and low-level technical works away from the nursing working contents to increase the effective supply of nursing manpower. And supporting system should be established and got better in order to use nursing human resources effecting.The author hopes this research is deepened continuously to impulse the nursing management to make our nursing manpower allocation more reasonable and scientific, and to offer the best service under the limited resources.
