Objective: To comprehensively understand the situation for Centers for Diseases Prevention and Control at municipal and county levels in Hunan Province and discover the existed problems timely.Methods: Mail survey and field investigation were used collectively to gather the required data in 14 municipal CDC and 111 county CDC, including establishment of operation section offices, implementation for required functions, health human resources, income and expense, debts, laboratory equipments and test capacities. Descriptively statistical indicators and and Chi-square test were employed to analyse the data.Results: Among the investigated CDC, 66.2% of them set up the operation section office according to requirements, and 88.6% of them conducted the required jobs. For compartions between 2003 and 2005, no significantly statistical difference was found in age structure, education composition, technician compostion, and speciality composition in thesame level CDC. But the municipal CDC had more employees with higher education and advanced technicians than the county CDC. The compositions for incomes and expenses were not found statistically different in the same level CDC although the absolute values for income, expense, and debt all rised. But the debts between municipal and county CDC were different in 2005. The routine instruments and equipments were deficient in every level CDC in 2005, and only 72.6% of the routine examinations could be provided. In general, the laboratory test capacities of municipal CDC were better than those of county CDC. Conclusions: It was concluded that the investmentS for CDC from local governments were severely short, the employees in CDCs could not satisfy current jobs, quite a few CDC had to shoulder heavy debt, most CDC were short of necessary equipments and could not suppy required laboratory tests, the establishments of operation section offices were unreasonable, and more efforts should be made to regularize the operations.
