A Research Of Mechanism Of Fund Safety Based On New-style Rural Cooperation Medical System

New-style rural cooperation medical system (NRCMS) is a medical security form of the rural residents under the main leadership of the government, which is characterized on self-aiding among the rural residents, and abates the economical burden of the sick in rural, and effectively resolve the problems such as becoming poor and retaining to poverty caused by diseases. Fund is the being and developmental base of NRCMS; and fund safety is a key factor, which influences on NRCMS' normal operation.The author defines the meaning of the safety mechanism of NRCMS fund, i.e. safety operation and safety supervision mechanism, and studies to resolve the safety problem of fund. The risk, faced during NRCMS fund operation, is the main reason, which influences the safety of NRCMS fund. There are three kinds of risk: (1) raising risk of fund, including some factors such as law and policy, unconstraint attending principle, payment ability and payment willing of peasants and so on. (2) payment risk of fund, mainly including some factors such as medical demand of rural residents, unreasonable escalation of medical cost, population structure and disease's pedigree alteration, behavior of visiting doctor, etc. (3) management risk of fund.The author aims at the above risk factors and proposes the Countermeasures on establishing the safety mechanism of NRCMS fund: (1) establishing the law and policy system of fund management, and determining the duty of the government and the rural community on raising fund in law, and allocation proportion and the peasants' right. (2) effectively establishing the mechanism of fund raising and distribution. (3) establishing the safety supervision system of fund.Finally, the author points out the some questions during the fund operation and supervision, and give some advices on resolving these questions through positively analyzing NRCMS fund safety in Li-county.
