Improve the rural health care service capability is one of the main content of the new socialism country construction, and it is also the important basement for national economy good and rapid development. Because of effected by the characteristic of health care and the level of rural economic development, our rural health care service capability is not suit for the need of rural social and economic development. In order to improve the capability of rural health care service, we must deepening the reform and stronger the government's responsibility, through the method of set and carry out the public policy which could be good at rural health care harmonious development, and achieve the point that rural health care system good and rapid development. Through those work, we can enhance the power of rural health care sustainable development and improve the capability from the fundamental, from this work to supply a strong security machismo for rural social and economic development.This dissertation is composed by 5 parts: The first part is the introduction. In this part we talk about the agent andaim for the research. As a big agriculture and developing country, the rural population is at almost half the whole population, rural health care system development and rural health care service capability are impact the billion of peoples'health directly. Rural, especially the rural health care system development became the key factor that relation between the rural social and economic development, such as the significant aim of Xiao Kang society construction, socialism new country construction and socialism harmonious social society construction. Deferent from the other industries, health care industry have the typically market fail features, addition to the health care and medicine service have the typically public good features, though some developed countries, the government are play a actively and importantly role. Because the level of economic development relatively fallen behind, rural health care industry could not have the good development simply by the self-accumulation of rural, and could nor suit the demand of rural social and economic development. In the new historical period, we must take all kinds of methods and establish the perfect public policy to sustain the rural health care development. Secondly, we reviewed the domestic and oversea scholars'research termination, we find the main issues are concentrated at the below yield. First is the impact on rural health care service by the change of outside environment. Second is the lack of government and the shortage of rural health care service capability. Third is the relationship between health resource collocation and rural health care service capability. Forth is the country hospital property right reform and the rural health care reform. From some degree, the national public policy is the most important content of rural health care industry development. First is the public good feature of rural health care service; second is the information asymmetric feature of rural health care need the government intervenes; third is the relationship between rural health care service segregation and the content of public policy; forth is the health care and rural social and economic development. Because the whole rural health care service is not the whole government duty, we must segregation the rural health care service. Despite of the soft capability, the hard condition of rural health care service is another important factor, include capital, housing, equipments. From the point of financing, the total health expenditure from government budget, social sector and the private cashing expenditure. Medical institution is the main of rural health care provider, the capability of these institutions are effect the quality and quantity of rural citizen need. Although we had set a relative perfect rural health care service system and provide almost the service which the rural citizen need, but there some serious problems in current rural health care system. Thirdly we analyses the soft factor of rural health care capability, especially the rural health care human resource.The forth part is the empirical analyses of jilin province rural health care service capability, such as the background, the basic condition of jilin province rural health care service capability, the estimate of jilin province rural health care capability.The fifth part is the conclusion and advices.
