Beilun District locates in the southeast of china coastline. In recent years, with rapid-develop of local economic, large numbers of migrants pour into this area and cause greatly impact to the original planning of resource distribution with the household register at the same time, lead to the excessive use of public resources. It brings great pressure on local disease control.Most migrants of this district are young, Due to their lower education, lower income, worse living condition, most migrants lack medical safeguard and medical care consciousness etc. infectious disease of migrant is prominent. It is obvious that migrants are threatened by communicable disease seriously. Most of HIV/AIDS infected are migrants. Infectious lung tuberculosis patients are increasing rapidly in recent years, and the incidents patients exceeded local patients in 2005. Because the coverage rate of Children's Planned immunization program is low, They become the main targets of vaccine relevance diseases, such as measles, epidemic encephalitis b, mumps, chicken-pox etc. While seriously threatens its own health, also affects the health safety of inflow area, the economical development and the social stability.Through analyze the problems of migrant communicable diseases, there're many factors that bring on migrants susceptible to those diseases. The main reasons are those such as lack of health education and insurance, not well at sanitation habit and inhabitation environment, at a low living-condition, and not been immune in time and so on. Put forward 6 proposals such as the government " buys " the public health service, strengthens the health education, establishments migrant information management system , enlarges the prevention funds investment, and implements the free medical treatment, the system of financial transfer payment etc.
