Contradiction and problems are unavoidable in health reform, and the unceasing rise of health expenditure has attracted attention of the society and individuals. In order to reduce the waste of health resources and the social and individual economic burden, we should make pertinent measures, adjust the expenditure structure, remedy the patients' state, utilize the health resources effectively and bring it into full play, then we can provide policy references for controlling the rising of health expenditures. At present, the input of health care cause is insufficient, the health outlay contradiction between suppliers and demanders are incisive, especially in the health insurance for severe illness and public health insurance.
