An Entrance Criterion Study On Basic Facility And Equipment Of Community Health Centre In Yunnan Province

The community health services (CHS) is one of the important component that health services system reforms and constructs in city; is the efficient approach of reduce the health costs , improve access to health services, promote health equity, solve the health problems of residents; is a strong guarantee that achieving "health for all" and building harmonious society. To regulate community health centre( CHCs) ,in this article ,we will study CHCs the entrance mechanism of cities in Yunnan province. Objectives: Through survey the present state of the Yunnan cities CHCs , realize existing resources and operational way of CHCs, explore the entrance standards of CHCs basic facility and equipments that fit the actual situations of Yunnan provice, provide the decision-making foundation for the entrance mechanisim of CHCS, improve health and sustainable development of CHCs. Methods: To select the CHCs by non-probability sampling ; The questionnaire investigation and interview were adopted in existing resources and services providers of CHCs. Findings: 1 .The house area average 810m~2of CHCs achieve the standards of Ministry of Health. 2.The offices were limited because the suitable policy were not perfected; bringing forward 20 offices as the entrance standards based on many factors of existing resources , residents demands and services providers needs. 3.The devoted capital of government was shortage, resulted in the equipments of CHCs are scarcity. Put forward 21 basic equipments as the entrance standards. 4.The resident's utilization for community health services are deficiency, but their need are upper. 5. The government of all levels to support for CHCs are important. Suggestions: 1. Strengthen the standardized management of government for basic facility of CHCs 2. Confirming the entrance criterion of basic facility and equipment of CHCs. 3. Increasing the investment and support of government to ensure the quality of public service.4. Encouraging multi-manner practice community health services, bring the eligible CHC into medical insurance . 5. Building the first touch and bidirectional referral system , leading the hospitalized flow of residents, enough utilize resources of community.
