With the reform and opening up to the outside world of China and thedeep reform of medical public health, the theory of modern human resourcesadministration has attracted the wide attention of internal scholars and theadministration layer. The aim of this topic is to know the detailed workingcontent of human resources administration and development throughexpounding the meaning of theory of human resources administration anddevelopment and functional principles of modern public health department.After analyzing the present situation of human resources of public health ofBenxi which is a inter mediated city taking heavy industry as main industry,the paper points out much unbalanced and unreasonable phenomenon ofhuman resources distribution in the traditional personnel system under thecondition of planned economy of Benxi. Through analyzing the attack,challenges, new problems and new situation which are produced after Chinaenters into WTO, the paper finds out the difference of human resourcesadministration between the public health department of Benxi and theadvanced western countries, exposes problems needing to settle urgently onfive aspects and problems existing in the deep layer in reform on sevenaspects and discusses the above problems in detail, puts forward thecounter-strategy and suggestion on reforming and perfecting the humanresources administration and development of public health department ofBenxi in the future. The aim is to make the reform of human resourcesadministration and development of public health department of Benxi be moresuccessful and make great contribution for the economy development andharmonious society construction.Combining computer with manual retrieval, the paper retrieves thedatabase of medical document and academic journals of China. Also referringto the Public Health Annals of Benxi, yearbooks of relative years and worksof human resources published internally for recent years, this paper researchesthe administration and development of human resources of public healthdepartment of Benxi.Analyzing the situation of human resources administration anddevelopment of public health department of Benxi at present, the followingproblems are shown commonly. (1) The amount of human resources of publichealth increases rapidly. At the beginning of construction of China, the growthrate of Benxi is lower than the average level of whole nation. According to thestatistics in 1997, the increasing range of human resources of Benxi is higherthan the average increasing range of population and the increasing range ofhuman resources of public health of whole nation in the same period. Theinformation shows that the general level of urban and rural areas of Benxi ishigher obviously than some developing countries, such as India andPhilippine. For each one thousand persons, the occupation of physician is nearto the occupation in developed country, such as USA. It can be regarded thatnow the amount of human resources of public health department of Benxi isnot in the lower level. In the poor countryside, the physician is surplusrelatively, while the talents are in lack. (2) The distribution of humanresources of public health is unbalanced, showing on the aspects ofunbalanced distribution of human resources of public health of urban andrural areas and unbalanced distribution of trade. The physician density ofBengang system of Benxi doubles the level of whole nation in the sameperiod. This phenomenon restricts the utilization of human resources of publichealth and the producing of benefit. (3) The professional structure isunbalanced. According to the information, the rate of medical nursing andmedical preventing of public health organs in countryside of whole country islower, while the rate of medical nursing of organs of rural public health ofBenxi is 1:1 which reaches the suggested standard of the Public HealthMinistry, however in the countryside, the rate of medical preventing is lowerthan the average level of whole nation. It shows that the persons engaging inmedical preventing in countryside of Benxi are in lack seriously. (4) Theacademic degree is lower. The public health centers of town and township ofBenxi have no one person owning college degree, while the persons whohave no academic degree and only professional certificate are common in thepublic health centers of town and township of countryside. The academicdegree of the whole staff is lower, and the situation in rural area is worse thataffects the service quality of medical treatment. (5) The structure of age andtechnical title is not reasonable. In the public health centers of 13 towns andtownships of Benxi, there is no a person with senior technical title, theintermediate technical title occupies 6.9%, junior technical title occupies31.2%, without technical title occupies 61.9%. According to the statistics in1997, the owners of senior and intermediate technical title of Benxi totallyoccupy 25.8% of the public health technicians, though this rate is lower thanthe rate 30% of whole nation in the same period, it is not low. Combined withacademic degree, the technical title is not reasonable. The phenomenon thatthe technical title does not conform to the academic degree exists commonly,especially the lack of high-layer talents affects the competition in marketseriously, also restricts the improvement of service quality of medicaltreatment. The particularities of human resources of public health departmentof Benxi show on the aspects that the organs of public health are multiple, thehuman and materials of public health are surplus and the resource allocation isnot reasonable. Benxi owns population 0.96 million, while there are 151medical organs in this city, among which including 4 III-grade hospitals and44 II-grade hospitals. The Benxi Steel, Benxi Coal Mine, Benxi Railway allhave their own medical department, also the local state-owned enterprises andmunicipal government set medical department too. Therefore the market ofmedical treatment and talents of Benxi face fierce competition. This problemshould be treated seriously and researched. After China enters into WTO, theattack and challenge that are brought to Benxi include: (1) serious floating oftalent. The talents' floating around the world appears trend that "the internalcompetition is internationalized, and the international competition isinternalized." The foreign capital enters the talent media organs to exploittalent, the joint-venture hospitals exploit talent and do "zero distance"selection of talent by using internet. In addition, the occupation selection ideaof people has changed. All the changes bring new topic to the humanresources administration of public health. From the above analysis, theproblems in emergency to settle are found. (1) Change and update theadministration idea of deciders. (2) Explore the relative policy of developinghuman resources administration positively. (3) Dealing with the re-knowingand re-placing of human resources administration of pubic health. (4)Enhance the training of skills of administration personnel of human resources.(5) Paying attention to the practice and research of process and mode ofadministration and development of human resources administration of publichealth. Viewing the above problems on five aspects, this paper puts forwardrelative counter-strategy and suggestion, also puts forward two key points forsettling the above problems on 5 aspects. One is to improve the administrationidea of deciders from the unilateral development view to scientificdevelopment view, from human administration to performance administration.The other one is to improve the administration level of human resources. (1)Changing the idea and keeping abreast with the times. (2) Wideningknowledge and improving quality. (3) Setting up global talent strategy idea.This paper also analyzes the deep layer problems existing in the reform ofhuman resources administration and development of public health departmentof Benxi. The first one, the administration system of public health authoritiesrestricts the reform of personnel system reform of public health department.The second one, the obligation, right and benefit of the leaders of publichealth authorities are separated. The third one, the administration of institutionis the big obstacle of reform. The fourth one, the power of reform of thehospitals and public health centers are insufficient. The fifth one, whether thereform can avoid the interference of interpersonal relationship at present. Thesixth one, after the talent of public health changes from demand market tosupply market, the attack to the personnel reform of public health department.The seventh one. The ownership system reform of enterprises' hospitalsshould be explored and practiced positively.This paper analyzes the difference of human resources administrationbetween the public health department of Benxi and the advanced westerncountries. The differences focus on administration idea of human resources,administration orientation, administration function, administration view,employment right, the position and role of personnel administrationdepartment.The paper states the counter-strategy of reforming and perfecting in thefuture. It thinks that the reform of personnel system of public health is acomprehensive systematically engineering which need general planning andsupporting reform. At present, the engineering should start from updating theadministration idea of decision of public health, taking improving the talent ofadministration group of human resources as key, explore to practice andresearch the process and mode of administration and development of humanresources of public health positively, explore the reform of ownership systemof medical treatment positively, carry out administration reform of hospital,establish fully the selection and promotion system of senior leaders of publichealth units, perfect the administration system with way of combining theemployment right and pay right unitedly. These energetic and vigoroussystems can guarantee the persons to be adjusted, degraded and promotednaturally, the treatment can be increased or decreased, the talent structureturns reasonable. These systems to the excellent talent come into the open.Speed up the developing and construction of innovation and strategy talent,explore the reform and practice of ownership system of enterprises' hospitals,break a new path for the administration and development of human resourcesof public health. Only changing idea of administration, adjustingadministration thinking way, referring to the advanced scientificadministration method, utilizing the advanced administration technology dothe public health departments develop effectively, use reasonably and controlthe human resources scientifically, make the undertaking put itself in aninvincible position and develop sustainablely.
