Objective On the basis of the " code of Occupational Disease Prevention of People Republic of China ", the "occupational health technical services management approach", the "occupational health surveillance management approach", and the "occupational disease diagnosis and identification management practices," and other laws and regulations, the analyzed results on occupational health status in Shanxi and audited process of technical services define validated procedures and conditions, suggest the standardized recommendations on occupational health services in such areas as the legal system's construction, the rational allocated resources and the model of technical service, and the constructive ideas in such areas as services building, so that those make occupational health services in Shanxi more standardized and orderly, and further enhance the quality of services. Method The data originated from statements of occupational health work of Shanxi in 2005, validated quality's procedures and conditions of technical services of occupational health in Shanxi, as well as since 2002 statistics of expert groups who were accredited by occupational health services. Result In Shanxi, dust is the main occupation hazard. There are 61.80 percent occupational workers exposed to dust. The largest number of people are exposed to occupational hazards in Yangquan(29.92%), next to in Taiyuan(13.60%), followed by the rest in Datong, Jinzhong, Jincheng, LuLiang, Changzhi, Linfen, Yuncheng, Xinzhou, Shuozhou. In 2005, the new patients of pneumoconiosis are the most of the new case in occupational diseases, accounting for (153/214) 71.50%, the largest incidence of which is in the coal industry (49.53%), followed by the metallurgical industry (28.50%). The new cases of occupational diseases are concentrated on Taiyuan, Shuozhou, Yangquan, LuLiang, Yuncheng. The monitoring rates of nearly four years in Shanxi show there were no significant changes in the three-year monitoring rates of 2002, 2003 and 2004, but there were significantly enhanced in 2005. Now, there are 35 validated technical services of occupational health in Shanxi, including 3 validated technical services in 2003, 10 in 2004, 17 in 2005, and 5 in 2006, and occupational health technical services staff of 204 workers. On the average, each technical service of occupational health services 169 enterprises, and per 10,000 workers exposed to occupational hazards are acceptable to service of 2.86 service technicians. The greater regional services of occupational health and service technicians, the higher monitoring rates. Conclusion The technical services system of occupational health were initially established in Shanxi. Validated technical services has risen year after year from 2003 to 2006, meanwhile monitoring rates has risen markedly. But there are still the obvious lack of validated technical services and service technicians. Especially in the areas there are high incidence of occupational diseases, there are blind spots of technical services of occupational health, as well as allocated resource are unreasonable, which are the work of occupational health needs be addressed in Shanxi.
