The nursing staff is the key factor of implementation nursingwork. The reasonable allocation and the full use of the humannursing resources is to arouses nursing staff's enthusiasm, enhancesthe working efficiency, guaranteed the nursing work normaldevelopment and the standard movement, enhances the hospital thewhole serviceability and the level. Objective: For the purpose of understanding the allocation andstatus of the human nursing resources of our province, weinvestigated the detailed work load of ward and the basic situation ofcurrent nurses in 12 bigger general hospitals of Jilin province,therefore we may provide scientific basis for the administration ofpublic health department carring out the formulates andimplementing correlation policy to the nurses. Methods: This research had designated the investigation objectamong the comparatively large-scale 12 general hospital in ninecities and states of entire province. The work load of nursing wasobserved. Doctor, nurse, the number of beds and school record, agethe title, treatment situation of nurses was took By the writteninvestigation form, and was carried by description analysis. Methods of the study: First, the time of directly and indirectly nurse project needs wastested in 12 general hospitals. Second, Based on the formula computation comparison andanalysis was done between the reasonable proportion of nursing staffand actual nursing staff of ward.The third, the basic present situation of nursing, humanresources was investigated in 12 general hospitals, Including thenumber of doctors, nurses, age, the title, the school record of nursesand years of work, the treatment of employed nurse.The fourth, find out the prominent problem existed amongcurrent allocation and in use nursing human resources, throughinvestigation statistical analysis and discussion, therefore proposethe countermeasure and suggestion.Conclusion:1. The work load of nurses is increasing, while the number ofnurses is insufficient, so the nurses is unable to guarantee the qualityof work.1.1 sum of nurses is 5,212 in 12 hospitals, among them 972(took 17.99%) are hired nurses. 191 nurses are in other position.Hired nurses worked in ward are 901, took 92.7%.1.2 The proportion of average doctors and normal nurses is1:0.84 in 12 hospitals. The proportion of the number of beds andnurses is 1:0.26. Defers to the principle the proportion of the numberof beds and nurses is 1:0.4, so 11 of 12 hospitals exist thephenomenon of nurse-insufficient, equally lacks 33.87%, some evenreached 46.84%. The proportion of the number of beds and nurses is1:0.36 after added hired nurse, the lowest was 1:0.27,even though, 9of 12 hospitals still not achieve requested 1:0.4.1.3 Current number of nursing staff in ordinary ward is shortto the nursing staffs needed, and cannot satisfy the nursing workrequired .2. The establishment of nursing post not to be reasonable,lacks the management mechanism of science to seting up post andusing nurse according to his of her ability, especially the role ofbackbone strength cannot obtain his or her best capacity. Theindividual value and the specialized special skill cannot obtain fullymanifested, the development of subject receives the restriction.3. The responsibility is unclear, the time of busy and idle isimbalanced, and insufficiency and waste coexisted. The allocation ofsome department is not enough, while allocation of other departmentis too much. The partial nurses are engaged in the massivenon-nursing work. All these creates the waste of nursing humanresources.4. The usage and management of hired nurses are not wellenough, and the entire quality of hired nurses needs improvement.The hired nurses are in a low social position.5. We Suggest that the administration of public healthdepartment unify the major problem present stage existed toformulate associated policy and implementation plan. We shoudincrease the investment of nursing human resources and establishreasonable nursing post .We shoud adjust internal structure andstandard the usage and management of hired nurses so as toconsummate the work flow. If we do so we may satisfies the needsof patients and the clinical work and at the same time safeguards thepatient and nurse's legitimate rights and interests.
