With the growth of population and the aging of society as well as the increase of people's needs for health care, all the countries are facing the severe challenge now, viz. the contradictions between the limited healthy resources and the increasing health care needs. The wide use of modern high technologies in the fields of medical science brings about unexpectable harm while benefits mankind. Particularly unreasonable uses of some technologies put people's health and life at risk. These phenomena make the decision-makers of health policy to recognize the importance of assessing the medical technologies overall and establishing the corresponding policies to control its uses. Health technology assessment (HTA) emerges as the times require and clinical medicine technology assessment (CMTA) is the core of HTA. Compared with the developed countries, China has only started recently. Application of many medical technologies isn't based on the proofs of evidence-based medicine. In the process of making health policy, HTA is far from routine procedure and can't meet for needs of Chinese health evolution and reform. Now there is not an assessment index system aimed at clinical medicine technologies. For this reason, the study investigated to construct an index system of clinical medicine technology assessment that is fit for medical framework of China. So as to provide the base for health decising make, conducing reasonable distribution of health resources and promoting efficiency of health care system. The goal is to improve the medical quality and ensure medical safety.This study constructed an index system of clinical medicine technology assessment (ISCMTA). In view of objective and demand of assessment, based on the review and update of literature as well as former research, the recognized four aspects of HTA were regarded to be primary index, viz. effectiveness, safety,economic impact and social adaptation. The evidence of effectiveness and 12 other indexes were regarded as secondary index. Four levels for each secondary index were set up. On the bases of literature review, reference value of weight and four levels for index are come into being by means of s experts' discussion. And then, experts' consulation was carried with the Delphi method.The investigated results of ISCMTA were analyzed. After two turns of consulations, experts'advices were gathered and data were analyzed using hospital administration theory and statistics analysis. Based on the agreement of primary index, the secondary index was analyzed and corrected. As the result, the ISCMTA was constructed which include 4 primary index, 13 secondary index and four levels.According to the results, innovations and current problems as well as farther issues that are needed were investigated. The study has identified assessment standards based on clinical medical care works and systemic evaluation and whole analysis, aimed at characteristics of clinical medicine technologies, by means of quantitive and qualitative analysis. And then the ISCMTA was set up. Many farther study need to be done in the process of assessment and access administration of HTA. Now the systemic mechanism has not been set up in China. The ISCMTA in this study still needs to validate and improve in the practice of HTA.
