Study On The Strategy Of Talent Development In The Comprehensive Hospitals Of JiLin University

The materials we used in this study came from the data which included the assessment results in all 80 branches of learning (except military) in Chinese universities and research institutes in 2002, 2003 and 2004 and the results of application materials for key departments and personal materials for position promotion in our university in 2005. After careful analysis of these data we found that there were obvious differences among university affiliated comprehensive hospitals about the advantages, characteristics, backwards and disparities. Compared with other ones our hospitals had such weak points as followings: 1.Lack of departments with special characteristics. 2.Lack of higher qualified academic personnel group. 3.Lack of link between achievement and payment. 4.Block of new technology and new therapeutic method development. 5.Lack of strong research group and creative thinking way. 6.Published large amount of papers with low quality. 7.Lower academic reputation. The reasons that caused problems mentioned above was overlooking of talent development in our four hospitals belong to Jilin University. The strategies we proposed in this paper are as follows: 1. The principles of talent development: (1) Attention to personal development with higher degree. (2) Growth of professional practice. (3) Attention to professional moral. (4) Combination of development of common growth and special development. (5) Attention to knowledge upgrading. (6) Attention to the relationship between common knowledge and specifies. 2. The ways of talent development: (1) Strengthening clinical practice. (2) Putting heavy burden on their shoulders. (3) Attending scientific congress in China or abroad. (4) Upgrading knowledge and taking part in higher courses for degree. (5) Attention to practical effects and absorbing the new. (6) Attention to teaching and scientific works. (7) Life long study and improvement. 3. Methods of realizing the goals: (1) Talent development in his own position. (2) Introducing talent whoever we need. (3) Breaking through traditional concept. (4) Fair environment for development. (5) Fair competition in selecting talent. (6) Attention to most excellent talent. (7) Clear responsibility and right. (8) Scientific assessment for the achievement. (9) Fair payment system. (10) Stimulating system for the talent. It is most important that we realize the problems and find the proper ways to solve them. Talent development and using with stimulating mechanisms can keep comprehensive hospitals in the position of best talent, best technology, best management, best service, best environment and best equipment of the "five BEST".
