Financing & Applying Mechanism Of Rural New-type Cooperative Medical Treatment: Case Study On Tengzhou City

The content of this paper: in the experimental sites of Tengzhou's new-type "cooperative medical treatment (CMT)", through summarizing the experience and reviewing the existence problems in the collection and operation of the fund, and analyzing the effect of the "cooperative medical treatment" in reducing economic risks and promoting resources' optimization in countryside, to try to find out the primary factors of that effects the development of cooperative medical care, at the same time, to seek intrinsic mechanism for the sustainable development, and to make practical proposals and policies for consolidating the cooperation system further more.Get to know peasants" opinions on fund collection and the new system through investigations and residential discussion. Made comprehensive and objective analysis from the resource, type and standard of fund collection etc. and explore a fund collection mechanism that suits the actual development in countryside. Systematically and comprehensively gather and reorganize the statistics of the fund operation in each towns so to seek a more reasonable way to run the fund on basis of analyzing intrinsic principle from aspects such as the fund allocation, and plans and means of compensation etc. Launch a comprehensive research on supplies, need and management. Discuss the effect of the "new-type cooperative medical treatment" from the view of reduction of peasants" economic risks and their benefits they obtain. Discuss influences of the "new-type CMT" influence that comes from changes of service efficiency and service income. Make use of fund revenue and expenditure surplus to appraisal the managerial tasks' efficiency in the "new-type CMT". And appraisal the structure and scheme of CMT, and put forward how to make good use of the CMT fund form the point of view of surveillance and management.In order to promote the medical treatment cooperation, the government should strengthen its responsible, and the legislation should be complemented, and the practical solutions for fund collection also should be made out. Besides, we should improve the management of fund, promote "family account" pattern, improve service suppliers" level and service quality, enrich the management structure, tighten surveillance as well as medical service rescue, and further defuse peasants" financial risks.
