Clinical Nurse Specialists (CNS), a superior nursing practice role for increasing the nursing standard of special course, has emerged with the quick development of medical science specialties and the people's demand of health. As talented nurses, CNSs have been playing an important role in the development of nursing profession. According to the management theories of manpower resource, being reasonable placed and well used for talented person is an important path to promote them develop. And among the administrative methods, evaluation is a key point. So it is meaningful to develop the performance evaluation to promote the development of CNSs healthy and fast.Based on the literatures and documents analysis on CNSs, the investigation of present conditions of CNS practice and expectations on full quality of a CNS, we have proceeded to set up the comprehensive evaluation method based on the competence of CNSs by means of experts consultation, precedence chart, add power addition and add power multiplication etc..The study consists of five parts.Part I : The construction of the CNS evaluation index system draft structure . On the basis of analyzing the hygiene manpower character content, investigating the general data of current simation of CNSs and the expectation on CNS practice, and analyzing others hygiene manpower evaluation systems, the evaluation system has been roughly set up according to the principle of completeness, objectivity, measurability and briefness. The evaluation system was based on CNS's ability.Part The establishment of the CNS evaluation index system. By the method of Delphi and precedence chart, the all level indexes, index power value and contents of the basic index of the whole system were confirmed.Part The establishment of the whole CNS evaluation system. The degree of satisfaction and acquaintanceship to somebody were introduced to express the evaluationresult in objectivity and possibility principle, and the add power multiplication and the addpower addition were adopted to calculated the last result.Part The experiment to try on the evaluation system. Suitable sample was selected, assessment was proceeded and the reliability and validity were analysed. The result showed that our index system is the same with individual evaluation.This research is to the demand of the nursing course development, aiming at promoting the talented person's development rightly and healthly. Therefore it offered a consult for the scientific management of CNSs.
