Position And Countermeasure Of Our Public Hospitals Under General Agreement On Trade In Service

After our entering into the WTO, the medical enterprise in our country would inevitably be absorbed into the global medical market. Facing the opportunities and challenges after entering the WTO, how should the public hospitals catch hold of the chances and reply the challenges is what this article would reply.Ⅰ.《General Agreement on Trade in Service》 and the promise of our medical serving bureau.《General Agreement on Trade in Service》is the international rule commonly abided by all WTO member countries when coming into serving trade. According to its regulations, the general obligation born is most-favoured-nation clause principal and transparency principal. In detail, it includes the market admittance principal and the population treatment principal.The limitation and promise of medical service open field are different as the situation is different among countries. So according to the benefit policy and exceptional rule, which is provided by the WTO to the developing countries, our government promised to open both medical and dental service markets. The concrete responsibility does not limit the trans-nation delivery and abroad consumption. And the following promises are set up for commerce existing and natural persons: the foreign service provider, together with Chinese coorporator, can up-build joint-ventured hospitals and clinics , whose number is limited according to our practical necessity; the medical workers in joint-ventured hospitals and clinics should mostly be Chinese; the foreign doctors , who have his native special certificate, can provide short term medical service after permitted by the Chinese hygienic bureau, which is limited to 6 months and can be prolonged one year.Ⅱ.The characteristic of medical service and the actuality of our medical service market.The medical service should maintain the people's health and have the character of social commonweal and material benefits, which is very important for our country in the initial phase of socialism.With the increase of our population, the aging progress and the augment of disease-susceptible throng, the burden of new and old infectious diseases and chronic non-infectious diseases is becoming intense; the overall-arrangement of medical sources is illogical, with too much disparity between the city and county; the rapid increase of medical expenditure makes a heavy burden on every personnel; the progress of medical market conversion is slow, and the management system of public hospitals have great deficiency; the service mode can't meet the increased need of hygienic service; all kinds of hospitals haven't the ordered competition between themselves; the reform of hospitals, though already having two attempts, still have much shortcomings; the basic medical insurance system of town workers and the new cooperative medical systems of countryside ,which are sponsored by the government, haven't grown up yet. Ⅲ.The influence of entering into the WTO on our medical service enterprise.It has brought great challenge to our medical service enterprise after our entering into the WTO: the joint-ventured hospitals have great advantages on capital, management system and management policy, which is a great baptism to our traditional management mode and concept of hospitals. What's more, the strategy of their "personnel mainlandization", with which they would rape our high level personnels in medical enterprises, may result in great pressure of personnel lose and the peril of partition of our medical market.On the other hand, our medical enterprise also faces great chances of development: the medical market and stock channel of medical consumptions are widened; the advanced medical technology, equipments, management measures, and service conception can be conveniently introduced to us, which widens our field of vision; the personnel exchange and medical sources optimization is facilitated; the public hospitals can perfect themselves to seek survive and development during competition.Ⅳ.The strategy of...
