The Study Of Medical Security For Rural People Under Poverty In Condition Of Socialistic Market-directed Economy

With the recognition of poverty and the development of exploiting work of helping the poor, it has been known that medical security system for the rural people under poverty should be established. The 45th rule of Chinese Constitution says: The citizen of People's Republic of China have the right to obtain substantial help from the state and the society in condition of aging, disease and disability of work. But at present the Chinese social security benefit only the urban resident and the medical security system for the rural people under poverty is not established yet because of varieties of reasons.This paper discusses the definition, the criteria and the reason of the rural poverty, analyses the importance, the feasibility and the major obstacle of establishment of the medical security system for the rural people under poverty, and puts forward a proposal of policy and a composition of principle for establishing medical security system for the rural people under poverty, which consists of 4 parts.Part i. The poverty and the health in condition of the socialistic market-direct economy. It discusses mainly the definition, the criteria and the reason of poverty, the relation between poverty and health and so on, elucidates that helping the poor must be done to eliminating economy poverty and health poverty.Part ii. The establishment of a medical security system for the rural people under poverty is an important link of construction of the rural security system. It discusses the basic theory of social security, makes clear that the necessary social security is not only the right of the citizen, but also the responsibility and obligation of the state and the society, reviews the history and present situation of Chinese rural medical security system, expounds that the establishment of a medical security system for the rural people under poverty is an important link of construction of the rural security system.Part iii. The major obstacle and feasibility of establishment of a medical security system for the rural people under poverty. The obstacle comes from 3 aspects: 1 .The recognition from all fields of society on the quality and function of investment for health and the relation between equality and efficiency. 2. The funds preparation. 3. The organization ensurance. With the improvement of people's recognition, the enhancement of the state's financial resources and the accomplishment of government apartment reform and adjustment, these problems could be resolved completely.Part iv. Proposal of policy and composition of principle for establishment of a medical security system for the rural people under poverty. In accordance with the characteristics of the great extent of poverty and wide distribution of the Chinese rural people under poverty and needs to develop the rural social security system. This paper proposes 5 principles for establishment of a medical security system for the rural people under poverty : 1. strive for the support and attention of the government . 2. To put public health service and security of severe diseases first according to the characteristics and capability of the region. 3. To establish a stable mechanism for collecting funds: the funds supplied by the government is primary; the government and the people under poverty together afford the medical security; all fields of the society take part in it. 4.To establish an organic security mechanism which is leaded by the government and preformed by the department of health. 5.To keep space for development this article also raises 4 proposals of policy : 1. To strengthen the work of helping the poor and to increase the income of life of the people under poverty. 2. To strengthen the responsibility of the state to the medical security system for the rural people under poverty. 3.To develop the rural social security system. 4. To strengthen the international cooperation and to strive for more international help.
