At the background of economic globalization, human survivals are threatened by the traditional security and non-traditional security factors, improving emergency response system for public events has far-reaching significance. At present, China is in transition, social risk factors are therefore increased. How to improve the efficiency of emergency response system becomes the top priority. In this paper, consider the use of the market-based instruments is an effective initiative to improve the efficiency of emergency response system.This paper use the theories of economics-related describes the necessity, feasibility, as well as the use of the principle of construction of the market-based instruments in use in the emergency system, constructed the theoretical framework. Listed and summarized the advanced experience of the developed countries in use of the market-based instruments, analysis the reference for our country, fined the problems and proposed a solution. Finally, proposed the specific programs of the use of market-based instruments from the macro-control, in view of management, micro-operation levels.According to the theoretical analysis, the market-based instruments are using in the areas of emergency response resources and support systems, including emergency supplies, rescue organizations, capital protection. Combining the foreign experiences, the specific method market means was the ability of emergency supplies and reserves of commercial development of rescue teams and the use of insurance mechanisms. Finally, combining the actual situation of our country, in the emergency resources and support systems, proposed the specific measures from the legal system from the macro-control, in view of management, micro-operation levels.
