Objective: To learn about the hospital bonus allot system (HBAS) in China, its related factors and evaluation indexes. Methods: On the basis of literature research and theory research, 20 hospitals were studied by being asked to fill in questionnaire, inquiring expert and sorting analysis. Results: 1 .The main 8 proposals of HBAS are as follow: quantitative score, working mark, post-effective wage, bonus base percentage, rank-sum ratio, thousandth proportion, profit deduction percentage, fixed subside. With the comprehensive analysis by obscure mathematics, profit deduction percentage, quantitative score and base percentage are commonly accepted by health economical experts.2. With Delphi analysis method, it is showed that, bonus amounts to 6-10% of hospital gross profit and 15-20% of net profit, all bonus proposals are drafted after referring to many other hospital proposals and revising many times. Reducing cost and decreasing redundant staff are the efficient methods to achieve better beneficial results, bonus are allotted according to æµaseline for the lest bonus without upper limitation?in practice, æ‡ow subsidy from high profit?and æ¾igh subsidy from high profit?are two main ways to deduct a percentage from incomes of department. Conclusion: I-IBAS in China is not mature either in theory or in practice, most proposals of HBAS need revising in practice.
