Comprehensive Evaluation Method For Creating Scientific Research Projects And Middle And Later Stage Management And Establishment Of The Evaluation System

Based on the documents review and previous research work, 28 indexes are picked out respectively as alternative indexes for creating the Army's scientific research projects and evaluating the research work on the projects and the alternative indexes are screened by means of Deiphi method. After two rounds of consultation with experts, 19 indexes and 21 indexes are respectively screened out to be the evaluation indexes for creating the Army's scientific research projects and evaluating the research work on the projects. After the third round of consultation with experts, different weights of indexes at all levels, according to the level--analysis method, are determined for two evaluation systems. The computer management system has been established on the basis of completing the evaluation indexes system for creating the Army'scientific research projects and evaluating the research work on the projects. The thesis introduces the principles of metrology method of statistics, systematic theory and control theory into the management of scientific research. The management system established is economical, practical and easy to operate and popularize. It is an effective evaluation method for creating scientific research projects and evaluating the research work on the projects in the modern times.
