| In recent years, as China's rapid economic development and the improvement of people's living standards and development of globalization, and the number of China's urban pet dogs has dramatically rise. This phenomenon has changed all of our lives, more or less. Part of the urban citizen loves dogs, but some people are fear of or dislike dogs. They worried that dogs may pose a security threat to their families. Many people lodged a protest to pollution caused by dog excrement and noise, or worried a lot about the possible spread of rabies. According to statistics of Chengdu Public Security Bureau, the number of pet dogs in Chengdu was little more than 80,000 in 2003, but the number of pet dogs jumped to 90 million in early 2008. In the four years, the number of pet dogs increased by 10 times. We can extrapolate out that the annual growth rate of the number of the Chengdu's dogs has kept over 80% since 2003. This could be a very alarming figure. If the dog growth rate is far beyond the scope of social tolerance, the number of stray dogs will rapidly increase. Coupled with the acceleration of urban-rural integration development, the number of pet dogs in Chengdu will continue increasing dramatically. But China hasn't specific laws for pet feeding and management. Relevant laws and regulations are also in the supporting of a blank state. Local laws and regulations of Chengdu "Chengdu Kennel management approach" have not really play a role. It certainly triggered a lot of problems, such as the non-regulatory of pets-trade, pets food and supplies being lack of standard and with high-risk, no provision of qualifications of pet hospitals'founder and practitioners, and so on. These problems not only constrained and influenced the pet industry development, but also affected residents'o lives quality improvement. Therefore, the codes missing of the Kennel conduct and "no control" state of pet industry (sales, breeding, health, beauty, etc.) can not last long. Otherwise, the social contradictions about the Kennel will be further intensified. In our present and which to be enforced urban management regulations, there were big problems:first, whether the "Chengdu Kennel Regulations (Amendments draft)" or old "Chengdu Kennel management approach," from the provision, we can easily find out a number of unrealistic, lack of feasibility requirements. Second, the policy targeted poor. For example, the provisions of "one family, one dog" are set to reduce the number of dogs in original intention, but the actual effect may be not only not to reduce the total number of dogs, but also to increase the number of stray dogs. Third, the policy provisions were not sufficiently detailed, but they also have redundant expressions. Fourth, the policy has not been good applied. "Unlimited support" and "Ban-support" model has essentially disappeared. How to weigh the pros and cons of "limited support" and "coordination, to support" will ultimately determine the pattern of China's urban Kennel legislative choice. Second, promote using E-chips and dog tag to promote dogs' "real-name system". Convert the current "dog registered residence" and "dog health certificate" into a more advanced dual interface IC card (Dog card number use dog owner's identity card number) can establish a guardianship system in dogs. And through the links of management software settings and electronic chip numbers, we can not only save the production costs for each card, reduce management costs, but also provide accurate information for the front-line managers, promote the dog's "real-name system" and raise the management of capacity's Kennel issue. Third, insist on no-fees management-"heavy fines, light charges". In the nineties, some cities in China successively charged Kennel to limit the number of dogs. Dog wounding, barking, excrement and other issues, are naturally linked with the number of dogs. The pain brought to guys who bored dogs can not be attributed solely to dogs, but more often caused by those who Kennel persons'uncivilized behavior and the lack of guiding and punishment function of the relevant laws and regulations. According to international experience, free or low-cost kennel managements are more rational and effective. As long as we have a "punishment to support law", a free accreditation model will not emerge any economic concerns. Fourth, scientifically formulate to support variety and scope of the ban on, and advocate breeding purebred dogs. Some people's ideas of claiming to support ban on large dogs of the, the author opposed. Many people are keeping the large dogs. If we rush to support ban on large dogs, it may outweigh the benefits. In addition, large dogs are not the mad dogs or potent dogs which are easy to hurt people. So there is no reason to give small dogs and large size dog different treatment. In order to meet the scientific, variety setting of ban and support, must be classified according to risk, not by the size. I would suggest learning from foreign experience to encourage everyone breeding purebred dogs. Only most of the dogs we possess are purebred dogs, our stipulating of the provisions and bans of breeding varieties can get the practical significance. Fifth, strictly control the city dogs'breeding by means of sterilization. Dog breeds fast, so to controlling the dog breeding is necessary. I believe that the issue of stray dogs in our country is very serious, indeed. We have to consider adopting the general foreign policy of sterilization of dog. In accordance with international practice, the effective control of dog sterilization is an effective means of dog breeding and disorderly, bitches and dogs can be, and should be neutered. In addition, I also believe that pet dogs should be complete guardianship system should be established "heavy service, light profit" the official veterinary system, the punishment should be turned over illegal Kennel urban management department and the community.
